【摘要】：在2001年"9·11事件"之后,美國將菲律賓視為一個堅定的盟友,再次發(fā)現(xiàn)了菲律賓在反恐戰(zhàn)爭中的戰(zhàn)略價值,菲美以反恐為契機開展了密切的安全合作。2004年7月菲律賓因人質事件提前從伊拉克戰(zhàn)場撤軍之后,菲美安全合作遭受重創(chuàng),但隨后又有所恢復。這一時期菲律賓在中美之間奉行"大國平衡"外交,重視與中國的關系,并發(fā)展與中國的安全和防務合作,但是中菲之間的外交與安全合作關系未能動搖美國在菲律賓安全合作中的地位。與菲律賓的反恐合作只是菲美安全合作的一個方面,美國更重視發(fā)揮菲律賓在其全球軍力部署中前沿陣地和安全合作站點的作用,美國的這一意圖也反映在2014年菲美《加強防御合作框架協(xié)定》之中。
[Abstract]:After the "9 / 11 incident" in 2001, the United States regarded Philippines as a firm ally, and once again found the strategic value of Philippines in the war on terror. Philippe took the opportunity to counter-terrorism as an opportunity to carry out the close security cooperation in July.2004 after the withdrawal of the hostage event from the Iraqi war field in advance, but the security cooperation of the Philippines was severely damaged. In this period, Philippines pursued a "balance of power" diplomacy between China and the United States, attached great importance to its relations with China, and developed cooperation with China on security and defense. However, the diplomatic and security cooperation between China and the Philippines failed to shake the status of the United States in the security cooperation of Philippines. The cooperation with Philippines was only the security of the Philippines. One aspect of the cooperation is that the United States attaches greater importance to the role of Philippines in the forefront of its global military deployment and the role of security cooperation sites. This intention of the United States is also reflected in the 2014 Philippine framework for strengthening the defense cooperation framework agreement.
