【摘要】：中國、美國與拉美是環(huán)太平洋重要的三角關(guān)系。從中美拉三邊互動(dòng)的歷史進(jìn)程來看,中國在拉美地區(qū)影響力的提高尚不具備挑戰(zhàn)美國在拉政治利益的實(shí)力。在不涉及國家主權(quán)安全的前提下,中美拉具有實(shí)現(xiàn)三角關(guān)系動(dòng)態(tài)平衡的重要根基,究其原因是中美在國際事務(wù)治理中,更多的是合作共贏,而不是對抗得利。然而,拉美國家對外關(guān)系多元化的趨向日益明顯,尤其是中國對拉美合作層次、合作質(zhì)量的顯著上升,使得美國對中國存在更多的芥蒂。構(gòu)建中美拉三邊動(dòng)態(tài)平衡關(guān)系,應(yīng)當(dāng)在尊重各方國家利益的基礎(chǔ)上,通過建立中國、美國與拉美三邊對話與合作機(jī)制,妥善處理中美拉在政治、經(jīng)濟(jì)和文化交流領(lǐng)域潛在的威脅因素。
[Abstract]:China, the United States and Latin America are important triangular relations around the Pacific Ocean. Judging from the historical process of the trilateral interaction between China and Latin America, the improvement of China's influence in Latin America does not have the strength to challenge the political interests of the United States in Latin America. On the premise of not involving national sovereignty and security, China, America and Latin America have an important foundation for realizing the dynamic balance of triangular relations. The reason is that in the governance of international affairs, the cooperation between China and the United States is more a win-win situation than a confrontation for gain. However, the trend of diversification of Latin American countries' foreign relations is increasingly obvious, especially in the level of cooperation between China and Latin America, and the quality of cooperation has increased significantly, which makes the United States have more mustard towards China. To build a dynamic and balanced relationship between China, the United States and Latin America, we should properly handle the political situation of China, the United States and Latin America on the basis of respect for the national interests of all parties and through the establishment of a trilateral dialogue and cooperation mechanism between China, the United States and Latin America. Potential threat factors in the field of economic and cultural exchange.
