【摘要】：周邊地區(qū)是緊鄰中國(guó)的地理空間，是維護(hù)國(guó)家安全、捍衛(wèi)國(guó)家主權(quán)獨(dú)立和領(lǐng)土完整的主戰(zhàn)場(chǎng)，也是我國(guó)發(fā)揮國(guó)際作用的主要場(chǎng)所。周邊安全直接關(guān)系到我國(guó)的國(guó)家安全與穩(wěn)定、經(jīng)濟(jì)政治的健康發(fā)展，以及國(guó)際作用的發(fā)揮。中國(guó)歷屆政府都十分重視發(fā)展與周邊國(guó)家的睦鄰友好關(guān)系，將周邊外交作為外交政策的重點(diǎn)。改革開放以來，我國(guó)周邊外交取得顯著成效，周邊安全形勢(shì)得到根本性的改觀。迄今為止，我國(guó)已經(jīng)與周邊所有國(guó)家建立或恢復(fù)了外交關(guān)系，與絕大多數(shù)陸上鄰國(guó)簽訂了邊界條約，妥善解決了歷史遺留的邊界問題，與美、俄、日、印等大國(guó)之間的關(guān)系也平穩(wěn)發(fā)展，周邊地區(qū)區(qū)域經(jīng)濟(jì)合作化、地區(qū)集團(tuán)化勢(shì)頭不斷上升，周邊安全環(huán)境顯著改善。但是，當(dāng)前我國(guó)周邊安全環(huán)境中仍存在許多不穩(wěn)定和不確定因素，，周邊安全形勢(shì)出現(xiàn)一些消極變化。美國(guó)戰(zhàn)略東移、中日兩國(guó)之間的安全困境、朝鮮半島撲朔迷離的局勢(shì)、南海問題的復(fù)雜態(tài)勢(shì)等都對(duì)我國(guó)的和平發(fā)展帶來巨大的威脅。
[Abstract]:The surrounding area is the geographical space adjacent to China. It is the main battlefield of safeguarding national security, defending the independence and territorial integrity of state sovereignty, and is also the main place for our country to play an international role. The surrounding security is directly related to the national security and stability of our country, the healthy development of economy and politics, and the international role. We attach great importance to the development of good neighborly and friendly relations with the surrounding countries and the focus of foreign policy. Since the reform and opening up, China's peripheral diplomacy has achieved remarkable results and the surrounding security situation has been fundamentally improved. So far, China has established or restored diplomatic relations with all the neighboring countries, with the vast majority of land-based neighbors. The border treaty has been signed by the state, and the border problems left over by history have been properly solved. The relations with the great powers such as the United States, Russia, Japan and India have developed steadily, the regional economic cooperation in the surrounding areas, the rising trend of regional collectivization, and the remarkable improvement of the surrounding security environment. However, there are still a lot of instability and inaccuracy in the surrounding security environment of the former China. Some negative changes have been made in the surrounding security situation. The eastward shift of the United States strategy, the security dilemma between China and Japan, the complicated situation of the Korean Peninsula and the complex situation of the South China Sea issue have brought great threat to the peaceful development of our country.
