【摘要】：自黨的十八大后正式提出走中國(guó)特色大國(guó)外交道路以來(lái),從"探索中國(guó)特色大國(guó)外交之路"到"構(gòu)建以合作共贏為核心的新型國(guó)際關(guān)系",再到"積極推動(dòng)構(gòu)建新型伙伴關(guān)系",中國(guó)的大國(guó)外交話語(yǔ)有了明顯的遞進(jìn)式轉(zhuǎn)換。其特點(diǎn)是:中國(guó)特色越來(lái)越鮮明,戰(zhàn)略目標(biāo)越來(lái)越明確,話語(yǔ)塑造越來(lái)越主動(dòng)。由此,以"和平發(fā)展、合作共贏"理念為核心的中國(guó)外交國(guó)際話語(yǔ)體系已經(jīng)被清晰地構(gòu)建起來(lái),中東外交話語(yǔ)構(gòu)建也被推上了中國(guó)外交的議事日程。中東在持續(xù)多年動(dòng)亂之后,"由亂而治"理應(yīng)成為中東國(guó)家的當(dāng)務(wù)之急,但中東近期發(fā)生的沙特等國(guó)與卡塔爾的斷交風(fēng)波,再次印證了中東地區(qū)地緣政治及宗教文化關(guān)系的復(fù)雜性,也反映出地區(qū)一些國(guó)家依然未能改變陳舊的地緣政治和教派博弈思想觀念,以至于難以走出穩(wěn)定和發(fā)展困境。中國(guó)未來(lái)要在中東發(fā)揮更大作用,必然要在促進(jìn)地區(qū)和平發(fā)展上著力,這也更加凸顯了加快構(gòu)建中國(guó)中東外交話語(yǔ)的重要性。中國(guó)的中東外交話語(yǔ)構(gòu)建必須體現(xiàn)中國(guó)的外交理念,始終堅(jiān)持將和平與發(fā)展作為中國(guó)中東外交的話語(yǔ)核心,同時(shí)要將其與本地區(qū)國(guó)家普遍關(guān)心的現(xiàn)實(shí)問(wèn)題辯證地關(guān)聯(lián)起來(lái),最終目標(biāo)是要促進(jìn)地區(qū)各國(guó)轉(zhuǎn)變思路和觀念,摒棄消極負(fù)面的博弈沖突意識(shí),形成積極合作,共同發(fā)展的地區(qū)共識(shí)。
[Abstract]:Since the 18th National Congress of the Party formally proposed to take the path of diplomacy of great powers with Chinese characteristics, From "exploring the way of great powers' diplomacy with Chinese characteristics" to "constructing a new type of international relationship with the core of cooperation and win-win", and then to "actively promoting the construction of a new type of partnership", China's foreign policy discourse of great powers has obviously undergone a progressive transformation. Its characteristic is: the Chinese characteristic is more and more bright, the strategic goal is more and more clear, the discourse molds more and more initiative. Therefore, the international discourse system of Chinese diplomacy, which is based on the concept of "peaceful development and win-win cooperation", has been clearly constructed, and the construction of diplomatic discourse in the Middle East has been put on the agenda of Chinese diplomacy. After years of continuing turmoil in the Middle East, "rule by chaos" should be a top priority for Middle East countries. However, the recent break-up of diplomatic relations between Saudi Arabia and Qatar in the Middle East, It proves the complexity of the relationship between geopolitics and religion and culture in the Middle East, and also reflects that some countries in the Middle East still fail to change the old ideas of geopolitics and sectarian game, so it is difficult to get out of the dilemma of stability and development. If China wants to play a greater role in the Middle East in the future, it must focus on promoting regional peace and development, which also highlights the importance of speeding up the construction of Chinese diplomatic discourse in the Middle East. The construction of China's Middle East diplomatic discourse must embody China's diplomatic concept, always insist on peace and development as the core of China's Middle East diplomacy, at the same time, it must be dialectically connected with the practical problems that are of universal concern to the countries in the region. The ultimate goal is to promote the regional countries to change their ideas and ideas, abandon the negative sense of conflict, and form a regional consensus of positive cooperation and common development.
