【摘要】：氣候變暖和海冰融化展示了北極航道開發(fā)的經(jīng)濟(jì)前景。中國參與航道利用等北極事務(wù),有利于為保障中國經(jīng)濟(jì)安全和拓展海外能源供給,有利于為國家中長期發(fā)展進(jìn)行知識(shí)儲(chǔ)備和技術(shù)創(chuàng)新。北極脆弱的生態(tài)與環(huán)境使得北極航道利用必須與生態(tài)環(huán)境保護(hù)同步進(jìn)行,必須接受法律制約和環(huán)境制約。中國的北極政策需要在國際機(jī)制與政策目標(biāo)之間進(jìn)行統(tǒng)籌協(xié)調(diào)。中國參與北極事務(wù)要加強(qiáng)能力建設(shè)并體現(xiàn)大國責(zé)任,合理地運(yùn)用外交手段,充分利用既有國際機(jī)制獲取和保護(hù)中國在北極的合法權(quán)益和利益。
[Abstract]:The warming climate and melting sea ice show the economic prospects of Arctic waterway development. China's participation in Arctic affairs, such as waterway utilization, is conducive to ensuring China's economic security and expanding overseas energy supply, and is conducive to knowledge storage and technological innovation for the country's medium- and long-term development. The fragile ecology and environment of the Arctic make the utilization of Arctic waterway must be synchronized with the protection of ecological environment and must be subject to legal and environmental constraints. China's Arctic policy needs to be coordinated between international mechanisms and policy objectives. To participate in Arctic affairs, China should strengthen its capacity building and embody the responsibility of great powers, make rational use of diplomatic means, and make full use of existing international mechanisms to obtain and protect China's legitimate rights and interests in the Arctic.
