【摘要】： “9·11”事件后,美國上下開始關(guān)注本土安全。小布什政府將發(fā)動(dòng)此次襲擊事件的恐怖主義分子鎖定在中東,認(rèn)為中東地區(qū)是滋生恐怖主義的“溫床”。經(jīng)過反復(fù)醞釀和策劃,于2004年正式出臺(tái)了“大中東民主改造計(jì)劃”,美國力圖通過民主改造的方式來達(dá)到消除恐怖主義和維護(hù)美國在該地區(qū)霸權(quán)優(yōu)勢的雙重目的。 “大中東民主改造計(jì)劃”作為美國全球戰(zhàn)略的重要組成部分,它的提出標(biāo)志著美國放棄了“犧牲民主以換取穩(wěn)定”的傳統(tǒng)做法,開始在中東地區(qū)擴(kuò)展民主,試圖在中東建立“良治”政府和知識(shí)型社會(huì),推動(dòng)該地區(qū)經(jīng)濟(jì)的發(fā)展。 由于中東地區(qū)擁有異常豐富的油氣資源和十分重要的戰(zhàn)略地位,是國際政治的熱點(diǎn)地區(qū),而美國又是世界上的超級(jí)大國和強(qiáng)國,這就注定了美國“大中東民主改造計(jì)劃”受到國際社會(huì)的廣泛關(guān)注。本文以此為主題,對(duì)美國“大中東民主改造計(jì)劃”進(jìn)行了全面、系統(tǒng)地解讀。全文包括緒論、正文和結(jié)論。 緒論交代了選題意義、研究現(xiàn)狀和研究方法。正文由四部分組成：第一部分,介紹了美國“大中東民主改造計(jì)劃”的提出背景,指出計(jì)劃提出的三大依據(jù),歷史依據(jù)——輸出民主戰(zhàn)略、理論依據(jù)——“中東民主例外論”和“民主和評(píng)論”、現(xiàn)實(shí)依據(jù)——美國在中東地區(qū)的戰(zhàn)略利益；第二部分,概述了美國“大中東民主改造計(jì)劃”的形成過程和主要內(nèi)容,并且對(duì)前后兩個(gè)版本的“大中東民主改造計(jì)劃”進(jìn)行了比較分析；第三部分,分析了美國“大中東民主改造計(jì)劃”的實(shí)施手段、計(jì)劃在中東國家的實(shí)施情況以及中東國家對(duì)該計(jì)劃的回應(yīng)；第四部分,對(duì)美國“大中東民主改造計(jì)劃”進(jìn)行了分析,主要探討了美國“大中東民主改造計(jì)劃”對(duì)中東國家的影響、計(jì)劃面臨的問題以及對(duì)計(jì)劃的前景展望。其中,第三部分和第四部分是全文的寫作重點(diǎn)。結(jié)論則指出了美國“大中東民主改造計(jì)劃”的重大缺陷在于其基本假設(shè)是錯(cuò)誤的,美國未來的中東政策要想能夠有效地實(shí)施,就必須以中東地區(qū)的安全和穩(wěn)定為前提,也只有這樣才能讓中東地區(qū)在民主化道路上有所前進(jìn)。
[Abstract]:After 9 / 11, the United States began to focus on homeland security. The Bush administration has locked the terrorists behind the attack in the Middle East as a breeding ground for terrorism. After repeated brewing and planning, the Great Middle East Democratic Reform Plan was formally issued in 2004. The United States tried to achieve the dual purpose of eliminating terrorism and safeguarding the hegemonic superiority of the United States in the region through democratic transformation. As an important part of the global strategy of the United States, the "Great Middle East Democratic Reconstruction Plan" marked that the United States had abandoned its traditional practice of "sacrificing democracy in exchange for stability" and had begun to expand democracy in the Middle East region. This paper attempts to establish a "good governance" government and a knowledge-based society in the Middle East to promote the economic development of the region. Because the Middle East region has exceptionally rich oil and gas resources and a very important strategic position, it is a hot spot in international politics, while the United States is a superpower and a great power in the world. This doomed the United States, "the Great Middle East Democratic Reconstruction Plan" to be widely concerned by the international community. Based on this theme, this paper makes a comprehensive and systematic interpretation of America's "Great Middle East Democratic Reform Plan". The full text includes introduction, text and conclusion. Introduction explains the significance of the topic, research status and research methods. The text is composed of four parts: the first part introduces the background of American "Great Middle East Democratic Reform Plan", and points out the three bases of the plan, the historical basis and the export democratic strategy. Theoretical basis-"Middle East Democracy exception" and "Democracy and Review", realistic basis-the strategic interests of the United States in the Middle East region; part two: the formation process and main contents of the United States "Great Middle East Democratic Reconstruction Plan". It also compares the two versions of the Great Middle East Democratic Reconstruction Plan before and after. The third part analyzes the means of implementing the Great Middle East Democratic Reconstruction Plan of the United States. The implementation of the Plan in the countries of the Middle East and the response of the countries of the Middle East to the Plan; part IV, an analysis of the United States "Great Middle East Democratic Reconstruction Plan", This paper mainly discusses the influence of American "Great Middle East Democratic Reform Plan" on the Middle East countries, the problems it faces and the prospect of the plan. Among them, the third part and the fourth part are the main points of the full text. The conclusion points out that the major defect of the United States "Great Middle East Democratic Reconstruction Plan" lies in the fact that its basic assumption is wrong. If the future Middle East policy of the United States is to be effectively implemented, it must be premised on the security and stability of the Middle East region. Only in this way can the Middle East move forward on the road to democratization.
