【摘要】：近年來,隨著非洲政局的穩(wěn)定和經(jīng)濟(jì)的發(fā)展,非洲的國(guó)際地位得到較大提高。各大國(guó)逐鹿非洲,競(jìng)爭(zhēng)激烈。基于近年來歐盟在非洲的新動(dòng)向和歐盟在世界格局中的重要地位,系統(tǒng)地梳理與分析冷戰(zhàn)后歐盟對(duì)非洲的政策,具有一定的理論和現(xiàn)實(shí)意義。本文將以歷史為脈絡(luò),考察冷戰(zhàn)后歐盟對(duì)非政策的演變,分析各階段對(duì)非政策出臺(tái)的動(dòng)因、內(nèi)容、影響與前景。冷戰(zhàn)時(shí)期,歐非關(guān)系僅限于貿(mào)易和援助兩個(gè)方面。冷戰(zhàn)后,歐盟對(duì)非政策經(jīng)歷了兩個(gè)階段的演變:九十年代歐盟對(duì)非洲強(qiáng)調(diào)民主、人權(quán)、良治等政治性條件,積極推動(dòng)非洲民主化改革;進(jìn)入21世紀(jì)后,歐盟則在歐非戰(zhàn)略伙伴關(guān)系框架下,從安全、民主、能源、移民、氣候變化、農(nóng)業(yè)等八大領(lǐng)域入手,與非洲進(jìn)行全方位、多領(lǐng)域、多層次的合作。歐盟對(duì)非政策越來越靈活、成熟、務(wù)實(shí),對(duì)我國(guó)制定對(duì)外政策也具有一定的啟示意義。
[Abstract]:In recent years, with the stability of African political situation and economic development, Africa's international status has been greatly improved. The great powers are fighting for Africa, and the competition is fierce. Based on the new trend of EU in Africa in recent years and the important position of EU in the world pattern, it is of theoretical and practical significance to systematically analyze the EU policy towards Africa after the Cold War. Based on history, this paper will examine the evolution of EU policy towards Africa after the Cold War, and analyze the causes, contents, influences and prospects of each stage. During the cold war, European-African relations were limited to both trade and aid. After the Cold War, the EU's policy towards Africa has undergone two stages: in the 1990s, the EU emphasized the political conditions of democracy, human rights and good governance in Africa and actively promoted the reform of democratization in Africa; after entering the 21st century, Under the framework of the strategic partnership between Europe and Africa, the EU, starting with eight major areas, such as security, democracy, energy, migration, climate change, agriculture, and so on, has carried out all-round, multi-field, and multi-level cooperation with Africa. The EU's policy towards Africa is becoming more flexible, mature and pragmatic.
