【摘要】：在國(guó)與國(guó)的交往中,對(duì)外援助所受到的關(guān)注度并不很高,但其影響力卻是其他外交方式難以比擬,不管是對(duì)受援國(guó),還是對(duì)援助國(guó)都有著深刻的意義。對(duì)外援助惠及整個(gè)國(guó)家,上至一國(guó)元首、下至平民百姓,它在國(guó)家關(guān)系中發(fā)揮著至關(guān)重要的作用。外交工具雖有很多,但對(duì)外援助卻是形式最為多元化的。對(duì)外援助不僅可以以政治面貌出現(xiàn),也可以以經(jīng)濟(jì)生產(chǎn)、財(cái)政預(yù)算、建筑工程、社會(huì)服務(wù)、醫(yī)療衛(wèi)生、教育文化等方式出現(xiàn),其承擔(dān)的目標(biāo),可以是工程的竣工、醫(yī)療的供給、資金的結(jié)算等等,從而通過(guò)這些任務(wù)的完成來(lái)突顯出我國(guó)的國(guó)際地位和經(jīng)濟(jì)效益。作為一個(gè)有著五千年文化的文明古國(guó),我國(guó)在對(duì)外援助時(shí)常常將古老中國(guó)的這些文化底蘊(yùn)和民族精神融入其中。同時(shí),我國(guó)也是一個(gè)現(xiàn)代化的發(fā)展中國(guó)家和全球第二大經(jīng)濟(jì)體,對(duì)外援助必須始終服務(wù)于當(dāng)代中國(guó)實(shí)現(xiàn)偉大民族復(fù)興的戰(zhàn)略目標(biāo)。作為外交工作的重要組成部分,經(jīng)過(guò)60多年的風(fēng)雨歷程,對(duì)外援助已經(jīng)成為外交工作一個(gè)獨(dú)具特色的亮點(diǎn),不僅贏得了受援國(guó)的贊譽(yù),建立了廣泛而深厚的國(guó)際友誼,而且將我國(guó)的發(fā)展與受援國(guó)的發(fā)展牢牢連接在一起,實(shí)現(xiàn)了互利共贏。新形勢(shì)下,對(duì)外援助需要繼續(xù)圍繞外交工作大局,緊扣合作共贏時(shí)代主題,圍繞對(duì)外援助理念創(chuàng)新、對(duì)外援助結(jié)構(gòu)改善、對(duì)外援助質(zhì)量提高和對(duì)外援助管理改革,進(jìn)一步加強(qiáng)對(duì)外援助相關(guān)問(wèn)題研究,努力為我國(guó)經(jīng)濟(jì)轉(zhuǎn)型升級(jí)發(fā)展做出新的貢獻(xiàn)。
[Abstract]:In the interaction between countries, the attention of foreign aid is not very high, but its influence is incomparable to other diplomatic methods, both to the recipient country and to the donor country have profound significance. Foreign aid, which reaches the entire country, from a head of state to a civilian population, plays a vital role in state relations. Although there are many diplomatic tools, foreign aid is the most diversified. Foreign aid can appear not only in a political context, but also in the form of economic production, financial budget, construction engineering, social services, medical and health care, education and culture. The objective of its undertaking can be the completion of the project and the provision of medical care. Fund settlement and so on, through the completion of these tasks to highlight China's international status and economic benefits. As a civilized country with five thousand years of culture, our country often integrates these cultural details and national spirit of ancient China in its foreign aid. At the same time, China is also a modern developing country and the second largest economy in the world. Foreign aid must always serve the strategic goal of great national rejuvenation in contemporary China. As an important part of diplomatic work, after more than 60 years of hard work, foreign assistance has become a unique highlight of diplomatic work, not only won the praise of the recipient countries, but also established a broad and deep international friendship. Moreover, the development of our country and the development of recipient countries are firmly linked together, realizing mutual benefit and mutual benefit. Under the new situation, foreign aid needs to continue to revolve around the overall situation of diplomatic work, closely adhere to the theme of win-win cooperation, innovate the concept of foreign aid, improve the structure of foreign aid, improve the quality of foreign aid, and reform the management of foreign aid. To further strengthen the study of foreign aid related issues and make new contributions to China's economic transformation and upgrading.
