【摘要】：本文以中國與中亞的能源外交為研究對象,探究在新的油氣地緣政治版圖中中國與中亞能源的重要性、必要性、外交策略及中國對中亞能源外交中面臨的問題、挑戰(zhàn)與策略。作為世界上最大的發(fā)展中國家及第二大能源消費國,中國正處于快速推進工業(yè)化的進程中,能源問題愈來愈成為發(fā)展的“瓶頸”。目前,中國石油進口對海路過于依賴,特別是馬六甲海峽,要解決“馬六甲海峽困境”就必須在陸路有所突破,建立陸路能源大通道。中亞擁有豐富的油氣資源并具有獨特的地理位置,這使其處于新的油氣地緣政治版圖中的“心臟地帶”。此種情況既決定了中國重視對中亞能源外交的必要性。此外,本文還詳細闡述了其他利益攸關方(美、俄、歐、日等)在中亞能源外交中的戰(zhàn)略目的與實踐情況,并對對中亞外交的核心爭論“管道外交”的情況進行了具體分析。 最后文章分析了中國與中亞能源外交中面臨的威脅,并對前景做了展望。
[Abstract]:Taking China and Central Asia's energy diplomacy as the research object, this paper explores the importance, necessity, diplomatic strategy and problems, challenges and strategies of China and Central Asia's energy diplomacy in the new oil and gas geopolitical landscape. As the world's largest developing country and the second largest energy consumer, China is in the process of rapidly promoting industrialization, the energy problem has increasingly become the "bottleneck" of development. At present, China's oil imports are too dependent on sea routes, especially in the Straits of Malacca. In order to solve the "Malacca Strait predicament", it is necessary to make a breakthrough on land and establish a large land energy channel. Central Asia is rich in oil and gas resources and unique geographical location, which makes it in the "heart" of the new oil and gas geopolitical map. This situation has decided that China attaches importance to energy diplomacy in Central Asia. In addition, the strategic purpose and practice of other stakeholders (US, Russia, Europe, Japan, etc.) in Central Asia energy diplomacy are described in detail, and the situation of pipeline diplomacy, the core argument of Central Asia diplomacy, is analyzed in detail. Finally, the paper analyzes the threats in energy diplomacy between China and Central Asia, and looks forward to the future.
