【摘要】：21世紀(jì)初，以互聯(lián)網(wǎng)為平臺(tái)的各種新媒體形態(tài)憑借其交互性、即時(shí)性和開放性等特征，使得國際傳播的方式和效果發(fā)生了翻天覆地的變化。無論是作為施動(dòng)者，還是作為公共外交工具，新媒體影響美國外交的基本路徑都比傳統(tǒng)媒體環(huán)境下更加簡(jiǎn)單和快捷。同時(shí)，美國政府憑借本國的語言和技術(shù)力量，在利用新媒體開展公共外交方面占據(jù)天然優(yōu)勢(shì)，，而國際關(guān)系的民主化演變和權(quán)力受體日漸受到重視的現(xiàn)實(shí)，使更多的公眾獲得了影響美國外交的社會(huì)政治環(huán)境。 以此為背景，新媒體對(duì)美國外交影響具體表現(xiàn)為，分別使美國的外交觀念、外交管理和外交實(shí)踐發(fā)生變化。然而，新媒體對(duì)政府管理帶來的挑戰(zhàn)、極端主義者利用新媒體宣傳極端思想，以及世界各國不同程度的網(wǎng)絡(luò)管制的事實(shí)，也在一定程度上限制著美國外交的開展。文章還以“維基解密”事件為例，剖析了新媒體對(duì)美國外交帶來沖擊和調(diào)整。在文章的最后，作者根據(jù)新媒體在中國的發(fā)展現(xiàn)狀，提出可供中國外交借鑒的啟示和若干粗淺建議。
[Abstract]:At the beginning of the 21st century, with the characteristics of interactivity, immediacy and openness, all kinds of new media forms based on the Internet have changed the way and effect of international communication. Whether as an actor or as a tool of public diplomacy, the basic path of new media influencing American diplomacy is simpler and faster than that of traditional media. At the same time, the United States Government, by virtue of its own language and technology, has a natural advantage in using new media for public diplomacy, while the democratic evolution of international relations and the increasing importance attached to power receptors are the reality. It has given more public access to the socio-political environment that has influenced American diplomacy. In this context, the influence of new media on American diplomacy is manifested in the changes of American diplomatic concepts, diplomatic management and diplomatic practice. However, the challenge of new media to government management, the fact that extremists use new media to propagate extreme ideas, and the different degrees of cyber-regulation in various countries of the world also restrict the development of American diplomacy to a certain extent. Taking WikiLeaks as an example, the article analyzes the impact and adjustment of the new media on American diplomacy. At the end of the article, according to the development of new media in China, the author puts forward some enlightenments and some suggestions for China's diplomacy.
