美國(guó)對(duì)外經(jīng)濟(jì)政策的三種路徑分析

【摘要】:第一次世界大戰(zhàn)尤其是第二次世界大戰(zhàn)后,隨著美國(guó)經(jīng)濟(jì)實(shí)力的不斷增長(zhǎng),它在世界經(jīng)濟(jì)體系格局中的地位越發(fā)重要,美國(guó)采取的許多對(duì)外經(jīng)濟(jì)行為,無(wú)論是貿(mào)易、技術(shù)轉(zhuǎn)移還是金融政策都對(duì)體系中的其他國(guó)家以及美國(guó)國(guó)內(nèi)的政治經(jīng)濟(jì)產(chǎn)生了深刻的影響,所以美國(guó)的對(duì)外經(jīng)濟(jì)政策已經(jīng)成為國(guó)內(nèi)外國(guó)際政治經(jīng)濟(jì)學(xué)和比較政治經(jīng)濟(jì)學(xué)研究關(guān)注的一個(gè)重要課題。本文通過(guò)層次分析方法,把國(guó)外政治經(jīng)濟(jì)學(xué)學(xué)者們對(duì)美國(guó)對(duì)外經(jīng)濟(jì)政策的眾多分析,歸納為三種研究路徑,即體系中心論、社會(huì)中心論和國(guó)家中心論,各種研究路徑下又產(chǎn)生了一些具體的解釋模式。這三種研究路徑分別揭示了影響美國(guó)對(duì)外經(jīng)濟(jì)政策的各種不同變量。具體來(lái)說(shuō),體系中心論強(qiáng)調(diào)從國(guó)際政治經(jīng)濟(jì)體系的結(jié)構(gòu)性特征,探究美國(guó)對(duì)外經(jīng)濟(jì)政策的外部根源,認(rèn)為國(guó)際權(quán)力分配、國(guó)際制度環(huán)境、相互依賴(lài)等體系性因素,對(duì)美國(guó)對(duì)外經(jīng)濟(jì)政策的制定過(guò)程起到了決定性作用;社會(huì)中心論強(qiáng)調(diào)美國(guó)國(guó)內(nèi)社會(huì)因素對(duì)其國(guó)際經(jīng)濟(jì)政策的影響,認(rèn)為國(guó)內(nèi)私人利益集團(tuán)、社會(huì)觀念決定著美國(guó)對(duì)外經(jīng)濟(jì)政策的制定;國(guó)家中心論強(qiáng)調(diào)作為國(guó)際社會(huì)和國(guó)內(nèi)社會(huì)連接點(diǎn)的國(guó)家的獨(dú)立能動(dòng)作用,認(rèn)為國(guó)家行為體或國(guó)家制度對(duì)美國(guó)對(duì)外經(jīng)濟(jì)政策起著塑造和限制作用。 三種研究路徑都為探究美國(guó)對(duì)外經(jīng)濟(jì)政策的根源提供了不同的視角,但是這些研究路徑并非解治百病的神藥,受?chē)?guó)內(nèi)外環(huán)境易變、國(guó)際政策錯(cuò)綜復(fù)雜、理論本身是否足夠成熟等眾多因素的影響,在表現(xiàn)出強(qiáng)大解釋力的同時(shí)也存在著一些局限性。總之,通過(guò)對(duì)美國(guó)對(duì)外經(jīng)濟(jì)政策三種研究視角優(yōu)點(diǎn)以及所存在的局限性的認(rèn)識(shí),有助于我們更好地理解美國(guó)各種對(duì)外經(jīng)濟(jì)政策產(chǎn)生的根源。
[Abstract]:After the first World War, especially after the second World War, with the growing economic strength of the United States, its position in the world economic system has become more and more important. Many foreign economic actions taken by the United States, whether it is trade, Both technology transfer and financial policy have had a profound impact on the political economy of other countries in the system, as well as on the domestic economy of the United States. Therefore, the foreign economic policy of the United States has become an important topic in the study of international political economy and comparative political economy at home and abroad. Through the analytic hierarchy process (AHP), this paper summarizes the numerous analyses of American foreign economic policy by foreign political economics scholars into three kinds of research paths, namely system-centered theory, social-centered theory and state-centeredness theory. Under various research paths, there are some concrete explanation models. These three research paths reveal different variables that influence American foreign economic policy. Specifically, the system-centered theory emphasizes the structural characteristics of the international political and economic system, explores the external sources of American foreign economic policy, and holds that the international power distribution, international institutional environment, interdependence and other systemic factors are systemic factors. It played a decisive role in the process of making foreign economic policy in the United States. The theory of social centralism emphasized the influence of domestic social factors on the international economic policy of the United States, and considered that domestic private interest groups, The concept of society determines the formulation of the United States' foreign economic policy; the centralism of the state emphasizes the independent and dynamic role of the State as the link between the international community and the domestic society. It is believed that national actors or national systems play a role in shaping and restricting American foreign economic policy. All three kinds of research paths provide different perspectives for exploring the root causes of US foreign economic policy. However, these research paths are not a panacea for the treatment of 100 diseases. Due to the changeable environment at home and abroad, international policies are complex. The influence of many factors, such as whether the theory is mature enough or not, has some limitations while showing strong explanatory power. In a word, it is helpful for us to better understand the origin of American foreign economic policy through the understanding of the advantages and limitations of the three perspectives of American foreign economic policy.
