【摘要】：作為全球第一大出境旅游客源國(guó)和境外旅游消費(fèi)國(guó),中國(guó)旅游業(yè)的非正式外交職能日益凸顯,旅游外交成為中國(guó)外交的重要組成部分和國(guó)家對(duì)外聯(lián)系的新渠道和手段。文章在對(duì)旅游外交概念、內(nèi)涵和作用機(jī)理深入挖掘的基礎(chǔ)上,通過對(duì)中菲"南海仲裁"事件和中韓"薩德"事件兩個(gè)旅游外交案例進(jìn)行分析,發(fā)現(xiàn)具有靈活、非正式屬性的旅游外交可以作為協(xié)調(diào)兩國(guó)外交關(guān)系的助推劑和穩(wěn)定劑,取得良好的外交效果。最后,文章在如何強(qiáng)化旅游外交頂層設(shè)計(jì)、助力構(gòu)建新型國(guó)家關(guān)系格局、提升國(guó)民自身素質(zhì)和提高旅游服務(wù)質(zhì)量方面提供了政策建議。
[Abstract]:As the largest outbound tourist source country and overseas tourist consuming country in the world, the informal diplomatic function of China's tourism industry is increasingly prominent. Tourism diplomacy has become an important part of China's diplomacy and a new channel and means for the country to communicate with the outside world. On the basis of deeply excavating the concept, connotation and mechanism of tourism diplomacy, this paper analyzes the two cases of Sino-Philippine "South China Sea arbitration" and "SHAAD", and finds that they are flexible. The informal tourism diplomacy can be used as a booster and stabilizer to coordinate the diplomatic relations between the two countries. Finally, the article provides policy suggestions on how to strengthen the top-level design of tourism diplomacy, help to build a new pattern of national relations, improve the quality of the people and improve the quality of tourism services.
