【摘要】：環(huán)境和健康保護(hù)問題是當(dāng)今世界關(guān)注的一個(gè)焦點(diǎn)。對(duì)于歐洲而言,歐洲各國(guó)家是世界上最早進(jìn)入工業(yè)化的國(guó)家,同時(shí)也最早面對(duì)工業(yè)污染所造成的環(huán)境苦果,從20世紀(jì)50年代開始,歐洲各個(gè)國(guó)家便開始探索環(huán)境保護(hù)之路,近年來,為了歐洲一體化的進(jìn)一步深化和提高歐洲認(rèn)同,歐盟更是將環(huán)境保護(hù)和健康保護(hù)加以整合,提出了歐盟環(huán)境和健康保護(hù)政策。 歐盟環(huán)境和健康保護(hù)政策是歐盟共同環(huán)境政策的一個(gè)重要組成部分,是世界上獨(dú)特的跨國(guó)政策體系,是歐洲一體化的一個(gè)重要表現(xiàn),突出體現(xiàn)了當(dāng)代環(huán)境和健康保護(hù)的發(fā)展趨勢(shì)。近年來,歐盟各個(gè)成員國(guó)在環(huán)境和健康保護(hù)領(lǐng)域的政策性法規(guī)不斷推行,各個(gè)國(guó)家之間的合作也不斷加強(qiáng),超國(guó)家層面的權(quán)威也不斷深化。那么,促使歐盟環(huán)境和健康保護(hù)政策形成的動(dòng)力有哪些呢?歐盟環(huán)境和健康保護(hù)政策的形成對(duì)歐盟的發(fā)展有什么深層次的影響呢?對(duì)于這些問題的分析和回答,有助于加深我們對(duì)歐盟環(huán)境和健康保護(hù)政策歷史和現(xiàn)狀的理解并有助于我們對(duì)其未來發(fā)展趨勢(shì)做出合理的判斷。
[Abstract]:Environmental and health protection is a focus of attention in the world today. As far as Europe is concerned, European countries are the first countries in the world to enter industrialization, and also to face the environmental consequences caused by industrial pollution. Since the 1950s, European countries have begun to explore the road of environmental protection. In recent years, in order to further deepen the European integration and enhance the European identity, the European Union has integrated environmental and health protection, and put forward the EU environmental and health protection policy. The EU environmental and health protection policy is an important part of the EU common environmental policy, a unique transnational policy system in the world and an important manifestation of European integration. It highlights the development trend of contemporary environment and health protection. In recent years, the European Union member states in the field of environmental and health protection policy laws and regulations continue to be implemented, the cooperation between each country is also constantly strengthened, supranational authority is also deepening. So what is the driving force behind the EU's environmental and health policy? What deep influence does the formation of EU environmental and health protection policy have on the development of the EU? The analysis and answer of these questions will help us to deepen our understanding of the history and current situation of EU environmental and health protection policies and help us to make a reasonable judgment on its future development trend.
