【摘要】：180多年的馬島爭端史使其成為全球最為悠久的領(lǐng)土爭端。長期的阿英馬島主權(quán)談判無實質(zhì)性進(jìn)展,阿根廷在馬島爭端解決中陷入困境:阿根廷的馬島主權(quán)依據(jù)占優(yōu)勢,但收回主權(quán)乏力;國際社會大多數(shù)支持阿根廷的馬島主權(quán)訴求,但國際機(jī)制作用有限;馬島居民人口雖少,影響卻大;多重利益交叉與爭奪,加劇了馬島爭端的復(fù)雜化。對于阿根廷來說,若要解決馬島爭端,阿英雙方應(yīng)大力加強(qiáng)政治互信與合作,建立馬島爭端管控機(jī)制;非殖民化是全球歷史發(fā)展不可逆轉(zhuǎn)的趨勢,馬島亦不例外;阿方應(yīng)強(qiáng)化馬島爭端解決方案的"頂層設(shè)計",阿方政府的更替不應(yīng)成為方案設(shè)計斷檔的緣由;馬島居民是重要的第三方力量,阿方應(yīng)充分考慮馬島居民的意愿及相關(guān)利益;阿英擱置爭議、共同開發(fā)是當(dāng)前馬島爭端的務(wù)實選擇。
[Abstract]:The 180-year history of the Isle of Man dispute makes it the oldest territorial dispute in the world.There has been no substantial progress in the long-standing negotiations on sovereignty over the Isle of Argentina, and Argentina has been in trouble in the settlement of the dispute over the Isle of Macedonia: Argentina's sovereignty over the Isle of Man is based on superiority, but the recovery of sovereignty is weak; and the majority of the international community supports Argentina's claim to sovereignty over the Isle of Macedonia.However, the role of international mechanism is limited; although the population of the Isle of Macedonia is small, the influence is great, and the multiplicity of interests intersects and competes, which exacerbates the complication of the dispute over the Isle of Macedonia.For Argentina, if we want to resolve the dispute, we should strengthen political mutual trust and cooperation and establish a mechanism of controlling and controlling the dispute, and decolonization is an irreversible trend in the development of global history, and the island is no exception.The Arab side should strengthen the "top-level design" of the plan, and the replacement of the government of the Arab side should not be the reason for the plan to be cut off; the residents of the island are important third party forces, and the Albanian side should give full consideration to the wishes and related interests of the residents of the island;A-British dispute shelved, joint development is the current Isle of Malaysia dispute practical choice.
