【摘要】：自從發(fā)達(dá)國(guó)家的官方發(fā)展援助體系建立以來,援助是否對(duì)經(jīng)濟(jì)發(fā)展有效就一直是個(gè)極具爭(zhēng)議性的話題。作者檢測(cè)了1960—2013年間官方發(fā)展援助同發(fā)展中國(guó)家經(jīng)濟(jì)增長(zhǎng)之間的關(guān)系,發(fā)現(xiàn)兩者之間沒有顯著的相關(guān)性。援助有效性理論和現(xiàn)實(shí)之間的反差反映了現(xiàn)有國(guó)際援助體系的三個(gè)主要缺陷:資源不足、機(jī)制扭曲和碎片化。在此基礎(chǔ)上,作者提出了一個(gè)新型發(fā)展合作模式構(gòu)想,包括三個(gè)部分。第一,在定義上用更包容的發(fā)展合作融資概念代替官方發(fā)展援助概念,強(qiáng)調(diào)多源性、互惠性、自主性。第二,在理念上明確發(fā)展途徑的多樣性和發(fā)展目標(biāo)的差異化。第三,在實(shí)施上利用援助、貿(mào)易、投資這三駕馬車,幫助欠發(fā)達(dá)國(guó)家實(shí)現(xiàn)開放式的工業(yè)化,進(jìn)一步融入全球價(jià)值鏈。這個(gè)構(gòu)想不僅可以整合傳統(tǒng)的官方發(fā)展援助和南南合作模式,同時(shí)突出了發(fā)達(dá)國(guó)家和新興國(guó)家在發(fā)展合作中各自的比較優(yōu)勢(shì),也有助于厘清南南合作中的模糊概念,為中國(guó)對(duì)外援助體系的改革提供清晰的理論框架。
[Abstract]:Since the establishment of the official development assistance system in developed countries, whether aid is effective for economic development has been a controversial issue.The authors examined the relationship between ODA and economic growth in developing countries from 1960 to 2013 and found no significant correlation between the two.The contrast between aid effectiveness theory and reality reflects the three main shortcomings of the existing international aid system: insufficient resources, mechanism distortion and fragmentation.On this basis, the author proposes a new model of development cooperation, including three parts.First, the concept of more inclusive financing for development cooperation should be defined as an alternative to the concept of official development assistance, emphasizing multi-source, reciprocity and autonomy.Second, make clear the diversity of development approaches and the differentiation of development goals.Third, the use of aid, trade and investment in the implementation of these troika to help the less developed countries to achieve open industrialization and further integration into the global value chain.This vision not only integrates the traditional modalities of official development assistance and South-South cooperation, but also highlights the respective comparative advantages of developed and emerging countries in development cooperation and contributes to the clarification of vague concepts in South-South cooperation,To provide a clear theoretical framework for the reform of China's foreign aid system.
