【摘要】：關(guān)于美國(guó)問(wèn)題和中美關(guān)系,陳云進(jìn)行了深入、持久的觀察與思考,提出了許多真知灼見�？箲�(zhàn)勝利后,陳云對(duì)國(guó)共兩黨以及美蘇兩國(guó)等四方力量在中國(guó)東北地區(qū)的復(fù)雜博弈,特別是對(duì)美國(guó)對(duì)華政策和美蘇、美蔣關(guān)系的實(shí)質(zhì)進(jìn)行了深入分析,認(rèn)為當(dāng)時(shí)東北問(wèn)題的實(shí)質(zhì)是美蘇兩國(guó)的戰(zhàn)略爭(zhēng)奪,雖然由于美國(guó)政府所采取的兩面手法和美蘇的戰(zhàn)略博弈,東北地區(qū)的斗爭(zhēng)是停停打打的長(zhǎng)期戰(zhàn)爭(zhēng)局面,但從全國(guó)范圍革命力量與反動(dòng)勢(shì)力斗爭(zhēng)的發(fā)展過(guò)程來(lái)看,中國(guó)革命一定能夠勝利。新中國(guó)成立前后,陳云就新中國(guó)的對(duì)外經(jīng)濟(jì)關(guān)系特別是對(duì)美關(guān)系指出,要準(zhǔn)備帝國(guó)主義的長(zhǎng)期經(jīng)濟(jì)封鎖,但也要看到他們不可能把中國(guó)完全封鎖死,要隨時(shí)掌握時(shí)機(jī),利用一切有利條件打破封鎖。全面建設(shè)社會(huì)主義時(shí)期,他又指出,美國(guó)不承認(rèn)不一定是壞事;中美兩國(guó)國(guó)情差異很大,中國(guó)只能走適合自己的農(nóng)業(yè)發(fā)展之路;對(duì)資本主義要很好研究。改革開放新時(shí)期,他提出,應(yīng)從歷史唯物主義觀點(diǎn)來(lái)看中國(guó)與蘇聯(lián)以及西方國(guó)家的交往;既要看到外國(guó)的情況,又要看到中國(guó)的實(shí)際;要把搞外匯當(dāng)作一個(gè)大題目來(lái)做,并且手頭一定要有足夠的外匯儲(chǔ)備。這些觀察與思考,緊緊把握世界經(jīng)濟(jì)和國(guó)際政治的主要矛盾以及我們黨在對(duì)美外交上的戰(zhàn)略考慮,始終與黨領(lǐng)導(dǎo)人民進(jìn)行革命、建設(shè)與改革的歷史實(shí)踐以及中華民族不斷走向復(fù)興的歷史進(jìn)程相連,立足于中國(guó)的具體國(guó)情和實(shí)際需要,來(lái)思考和解決中國(guó)的基本問(wèn)題,切實(shí)維護(hù)中國(guó)國(guó)家利益。
[Abstract]:Chen Yun made deep and lasting observations and thoughts on American issues and Sino-US relations, and put forward a lot of insights and insights.After the victory of the War of Resistance against Japan, Chen Yun made an in-depth analysis of the complex game between the Kuomintang and the Communist Party, the United States and the Soviet Union, and other quadripartite forces in the Northeast of China, especially the US policy towards China and the essence of US-Soviet and US-Chiang relations.It is believed that the essence of the Northeast issue at that time was the strategic struggle between the United States and the Soviet Union. Although because of the two-sided tactics adopted by the United States Government and the strategic game between the United States and the Soviet Union, the struggle in the Northeast region was a protracted war situation that had been stopped and fought.But judging from the development of the struggle between revolutionary forces and reactionary forces throughout the country, the Chinese revolution will surely win.Before and after the founding of New China, Chen Yun pointed out on the new China's foreign economic relations, especially to the United States, that it is necessary to prepare for the imperialist long-term economic blockade, but also to see that it is impossible for them to completely block China and to seize the opportunity at any time.Break the blockade with all favourable conditions.During the period of comprehensive socialist construction, he also pointed out that it is not necessarily a bad thing for the United States to admit that it is not necessarily a bad thing; that the national conditions of China and the United States are very different, and that China can only take the road of agricultural development suitable for China; and it is necessary to study capitalism very well.In the new period of reform and opening up, he proposed that China's exchanges with the Soviet Union and Western countries should be viewed from the perspective of historical materialism; that China's foreign exchange situation should be seen as well as the reality of China; and that foreign exchange should be treated as a major topic.And be sure to have enough foreign exchange reserves on hand.These observations and reflections have firmly grasped the principal contradictions between the world economy and international politics, as well as our party's strategic considerations in diplomacy with the United States, and have always revolutionized the people under the leadership of the Party.The construction is connected with the historical practice of the reform and the historical process of the Chinese nation's renaissance. Based on China's specific national conditions and actual needs, it is necessary to think about and solve China's basic problems and safeguard China's national interests.
