【摘要】：中美關(guān)系正在進(jìn)入新的階段,美國(guó)的對(duì)華政策目標(biāo)轉(zhuǎn)向應(yīng)對(duì)中國(guó)崛起帶來的挑戰(zhàn)。美國(guó)歷史上在應(yīng)對(duì)重大外部挑戰(zhàn)的過程中,表現(xiàn)出了某些延續(xù)性的外交傳統(tǒng)和戰(zhàn)略邏輯。依照這些戰(zhàn)略傳統(tǒng),美國(guó)在本土安全和自由國(guó)際秩序兩項(xiàng)核心國(guó)家利益沒有受到根本威脅的情況下,只能在有限的戰(zhàn)略空間中實(shí)施對(duì)華政策。美國(guó)當(dāng)前應(yīng)對(duì)中國(guó)崛起的戰(zhàn)略圍繞國(guó)內(nèi)改革和經(jīng)濟(jì)振興進(jìn)行,輔以干擾中國(guó)發(fā)展步伐、調(diào)整國(guó)際制度、為防范中國(guó)軍事威脅做準(zhǔn)備等。美國(guó)對(duì)華政策處在一個(gè)關(guān)鍵的十字路口。未來中美關(guān)系仍存在轉(zhuǎn)向全面對(duì)抗的可能,對(duì)此中國(guó)應(yīng)當(dāng)采取積極措施,把美國(guó)對(duì)華政策控制在良性競(jìng)爭(zhēng)的軌道,為共存共榮的新型大國(guó)關(guān)系爭(zhēng)取機(jī)遇。
[Abstract]:Sino-U.S. relations are entering a new stage, and the U.S. policy toward China has shifted to meet the challenges posed by China's rise.In the course of dealing with major external challenges, the United States has demonstrated some continuous diplomatic traditions and strategic logic.According to these strategic traditions, the United States can only implement its China policy in the limited strategic space when the two core national interests of the local security and the free international order are not fundamentally threatened.The current strategy of the United States to deal with China's rise revolves around domestic reform and economic revitalization, complements China's pace of development, adjusts the international system, and prepares for the prevention of China's military threat.America's China policy is at a critical crossroads.In the future, there is still the possibility of turning to full-scale confrontation in Sino-US relations. In view of this, China should take active measures to control the United States' policy towards China on the track of benign competition so as to strive for opportunities for a new type of large country relationship that is co-existing and prosperous.
