【摘要】：導(dǎo)致東北亞各國安全領(lǐng)域最為恐懼的局面在過去幾年有增無減,由此帶來了相對穩(wěn)定與相對和平,但這種穩(wěn)定與和平不僅脆弱,且風(fēng)險極高。如何實現(xiàn)東北亞安全由恐懼均衡走向信任均衡成為該地區(qū)安全合作重要方向。國家間信任關(guān)系生成需要五個因素:利益、制度、偏好、信用、秩序。東北亞信任缺失的主要原因在于該地區(qū)權(quán)力轉(zhuǎn)移、各國安全觀對立、歷史因素、"面子政治"等四方面。本文指出,為建立信任均衡,在軍事安全層面,要推動有關(guān)國家間建立溝通機(jī)制、推動國防白皮書發(fā)布以及重大軍事行動前信息發(fā)布。在非軍事層面,要擴(kuò)大該地區(qū)利益合作關(guān)系,加強(qiáng)多邊對話制度建設(shè),塑造各國更多趨同偏好,調(diào)和不同安全觀差異,樹立國家信用,通過"中美雙領(lǐng)導(dǎo)體制"營造穩(wěn)定秩序等。
[Abstract]:The situation that has led to the greatest fear in the area of security in the countries of North-East Asia has increased over the past few years, resulting in relative stability and relative peace, which are not only fragile, And the risk is very high. How to realize the northeast Asia security from fear balance to trust balance becomes an important direction of security cooperation in the region. Five factors are needed to form trust relationship between countries: benefit, system, preference, credit, etc. Order. The main reasons for the lack of trust in Northeast Asia lie in four aspects: the transfer of power in the region, the antagonism of national security concepts, the historical factors and the "face politics". This paper points out that in order to establish trust balance, in the military security level, It is necessary to promote the establishment of communication mechanisms among relevant countries, the publication of national defense white papers and the release of information before major military operations. At the non-military level, it is necessary to expand the relations of interest and cooperation in the region and strengthen the establishment of a multilateral dialogue system. We should mold more convergent preferences of different countries, reconcile the differences of different security concepts, establish national credit, and build a stable order through the "Sino-American dual leadership system".
