【摘要】：從維護(hù)世界穩(wěn)定與和平的角度觀察,中國(guó)崛起過程中有兩個(gè)方面的挑戰(zhàn)需要解決:一是中國(guó)如何對(duì)待美國(guó)主導(dǎo)的所謂自由主義世界秩序;二是現(xiàn)有的世界秩序框架尤其是作為守成大國(guó)的美國(guó),如何容納一個(gè)體量與影響不斷增加的中國(guó)。但是,第二個(gè)方面的挑戰(zhàn)受到了忽視,而美國(guó)作為守成大國(guó)在維護(hù)世界秩序方面的責(zé)任也被忽略�；诖�,從學(xué)理上對(duì)容納進(jìn)行分析十分必要。所謂容納,就是守成大國(guó)愿意以適當(dāng)減損自己權(quán)力、利益或調(diào)整規(guī)則的方式,在現(xiàn)有世界秩序框架中主動(dòng)給予新興大國(guó)以更多的空間,承認(rèn)其擁有與其增長(zhǎng)的實(shí)力相應(yīng)的權(quán)力與地位,從而避免新老大國(guó)間發(fā)生重大沖突、避免世界秩序發(fā)生重大動(dòng)蕩。容納政策雖無(wú)法從根本上解決權(quán)力轉(zhuǎn)移的問題,但為很容易發(fā)生誤解與沖突的新老大國(guó)提供了磨合、回旋乃至最后達(dá)成和平的權(quán)力妥協(xié)的時(shí)間與空間,從而增加了大國(guó)間和平競(jìng)爭(zhēng)并實(shí)現(xiàn)權(quán)力和平轉(zhuǎn)移的可能性。守成大國(guó)的選擇與新老大國(guó)的互動(dòng)是容納政策生成的重要條件。冷戰(zhàn)結(jié)束以來(lái)美國(guó)的對(duì)華政策從初級(jí)的、態(tài)度反復(fù)的低程度的容納,到僅僅強(qiáng)調(diào)中國(guó)單方面的責(zé)任,再到有意識(shí)地拒絕甚至壓縮中國(guó)的權(quán)力空間,反映了美國(guó)作為守成大國(guó),在對(duì)待新興大國(guó)方面的消極態(tài)度。中國(guó)不應(yīng)該坐等容納政策的降臨,而應(yīng)該采取積極的態(tài)度去推動(dòng)實(shí)現(xiàn)。
[Abstract]:From the point of view of maintaining world stability and peace, there are two challenges to be solved in the process of China's rise: first, how China should deal with the so-called liberal world order dominated by the United States; The second is how the existing framework of the world order, especially the United States, as a defending power, can accommodate a China with increasing size and influence. However, the second aspect of the challenge has been ignored. And the responsibility of the United States as a major conservation power in maintaining world order is also ignored. Based on this, it is very necessary to theoretically analyze accommodation. The so-called "accommodation" means that the major powers are willing to appropriately detract from their own power. The interest or the manner in which the rules are to be adjusted, by offering within the framework of the existing world order more space for the emerging Powers to recognize their power and position commensurate with their growing power, thus avoiding major conflicts between the old and the new Powers, Avoiding major upheavals in the world order. While the policy of accommodation cannot fundamentally solve the problem of power transfer, it provides a run-in between old and new Powers that are prone to misunderstandings and conflicts, The time and space for manoeuvre and even finally for a peaceful power compromise, This increases the possibility of peaceful competition among the great powers and the peaceful transfer of power. The choice of the major powers and the interaction between the new and the old are the important conditions for the generation of the policy. Since the end of the Cold War, the United States' China policy has been at the primary level. The repeated low degree of accommodation, from merely emphasizing China's unilateral responsibilities, to consciously rejecting or even narrowing China's power space, reflects the fact that the United States is a major conservative country. China should not wait for the arrival of a policy of accommodation, but should adopt a positive attitude to push for it.
