【摘要】：20世紀(jì)以來歐洲一體化的發(fā)展，開創(chuàng)了一條與傳統(tǒng)威斯特法利亞體系迥然不同的新路線。從歐共體到歐盟，歐洲走出了一條屬于自己的獨(dú)特道路。歐洲的一體化成果，，為世界貢獻(xiàn)了一個(gè)新模式。本文以歐盟共同外交與安全政策為研究對象，通過政府間主義和建構(gòu)主義兩個(gè)分析框架，遵循由內(nèi)而外的分析路徑詳細(xì)介紹和分析了歐盟共同外交與安全政策的內(nèi)生過程和外化行動(dòng)。 歐盟共同外交與安全政策的內(nèi)生過程是一個(gè)以成員國為主導(dǎo)的過程，涉及成員國國家利益的偏好選擇和成員國討價(jià)還價(jià)的議價(jià)過程，具有政府間性質(zhì)。歐盟共同外交與安全政策的外化行動(dòng)包括歐盟在周邊地區(qū)、非洲、亞洲地區(qū)采取的聯(lián)合行動(dòng)。在這些聯(lián)合行動(dòng)中，歐盟采取自己獨(dú)特的民事——軍事綜合手段，將自由、民主、和平等九項(xiàng)歐盟核心價(jià)值規(guī)范注入行動(dòng)中，彰顯了歐盟不同于美國的獨(dú)特行為體特征。歐盟聯(lián)合行動(dòng)實(shí)質(zhì)上是一種規(guī)范性行動(dòng)。 歐盟規(guī)范性行動(dòng)的戰(zhàn)略思想和定位是將歐盟歷史傳統(tǒng)與歐盟當(dāng)前實(shí)際能力相綜合的產(chǎn)物，符合歐盟當(dāng)前不同于傳統(tǒng)主權(quán)國家的身份特征。歐盟共同外交與安全政策的屬性源于其內(nèi)生過程的政府間性質(zhì)以及外交行動(dòng)的規(guī)范性特質(zhì)，在可預(yù)見的未來共同外交與安全政策的屬性應(yīng)該向著兼具主權(quán)國家的特征和訴求、并在組織形式上以一個(gè)整體的歐盟采用獨(dú)特的規(guī)范性手段開展外交和軍事行動(dòng)的獨(dú)特屬性發(fā)展。 歐盟作為一個(gè)整體意欲在國際舞臺(tái)上占據(jù)核心地位、成為世界一極。歐盟這一戰(zhàn)略訴求是共同外交與安全政策一直被強(qiáng)化的根源所在，也是歐盟不斷進(jìn)行機(jī)制改革、尋求內(nèi)部突破的原因所在。因此，在可預(yù)見的未來，共同外交與安全政策在歐盟內(nèi)部的地位還將進(jìn)一步提升，歐盟將繼續(xù)致力于外交和防務(wù)建設(shè)的實(shí)質(zhì)性發(fā)展。
[Abstract]:Since 20th century, the development of European integration has opened up a new route that is quite different from the traditional Westphalia system. From the European Community to the European Union, Europe has taken a unique road of its own. This paper takes the common foreign and security policy of the European Union as the research object, and adopts two analytical frameworks of intergovernmental and constructivism. This paper introduces and analyzes the endogenous process and externalization of the EU Common Foreign and Security Policy in accordance with the analysis path from the inside to the outside. The endogenous process of the common foreign and security policy of the EU is a process dominated by member states, which involves the preference choice of the national interests of the member states and the bargaining process of the member States. Of an intergovernmental nature. EU common foreign and security policy externalization actions include joint EU actions in the surrounding region, Africa and Asia. In these joint operations, the EU adopts its own unique integrated civil-military approach, The nine EU core values of freedom, democracy and peace are injected into the action, which highlights the unique actor characteristics of the EU different from the United States. In essence, the EU Joint Action is a kind of normative action. The strategic thinking and orientation of EU normative action is the product of integrating the EU's historical tradition with the EU's current actual capabilities. The attributes of the EU's Common Foreign and Security Policy are derived from the intergovernmental nature of its endogenous process and the normative nature of its diplomatic actions. The attributes of the Common Foreign and Security Policy for the foreseeable future should be oriented towards the characteristics and aspirations of both sovereign States, In the organizational form, the EU adopts unique normative means to develop its unique attributes of diplomatic and military action. As a whole, the EU intends to occupy a central position on the international stage and become a pole in the world. This strategic appeal of the EU is the root cause of the strengthening of the Common Foreign and Security Policy, and is also the continuous institutional reform of the EU. Therefore, in the foreseeable future, the position of Common Foreign and Security Policy within the EU will be further enhanced, and the EU will continue to work for the substantive development of foreign and defense construction.
