【摘要】：在氣候變化、經(jīng)濟(jì)全球化以及地緣政治變化的背景下,北極地區(qū)事務(wù)正在經(jīng)歷大規(guī)模的態(tài)勢變遷,這也必然推動北極治理機(jī)制不斷演進(jìn)。北極治理機(jī)制演進(jìn)的軌跡與方向,取決于參與其中的多種力量在不同層面的互動與消長。北極地區(qū)事務(wù)的多樣化和復(fù)雜性,從根本上要求對這些事務(wù)在多層面進(jìn)行治理。本文以多層治理理論為視角,對北極治理現(xiàn)狀及參與行為體進(jìn)行考察,認(rèn)為北極地區(qū)事務(wù)治理將逐漸走向有序,北極治理機(jī)制將更加制度化。北極治理是價值支配下的協(xié)調(diào)行動,而多層治理模式代表著北極治理演進(jìn)的方向,多層治理下的北極治理架構(gòu)將更具開放性、合法性與有效性。只有基于全人類利益理念的北極多層治理,才能實現(xiàn)北極地區(qū)事務(wù)的善治。
[Abstract]:In the context of climate change, economic globalization and geopolitical changes, Arctic affairs are undergoing large-scale changes, which will inevitably promote the evolution of Arctic governance mechanisms. The diversity and complexity of Arctic affairs fundamentally require that these matters be governed on multiple levels. This paper takes the theory of multi-level governance as a perspective. After reviewing the current situation of Arctic governance and participating actors, it is concluded that the governance of Arctic affairs will gradually move towards order, and the Arctic governance mechanism will be more institutionalized. Arctic governance is a coordinated action under the control of value. The multi-layer governance model represents the direction of Arctic governance evolution, and the Arctic governance structure under multi-layer governance will be more open, legitimate and effective. To achieve good governance of Arctic affairs.
