【摘要】：冷戰(zhàn)后,私營(yíng)軍事公司通過(guò)外包方式參與戰(zhàn)爭(zhēng),"軍事外源化"趨勢(shì)愈發(fā)明顯。私營(yíng)軍事公司的發(fā)展既與美國(guó)全球戰(zhàn)略布局密切相關(guān),也離不開(kāi)"私有化"浪潮、國(guó)際法模糊限定、新軍事科技革命等因素的影響。私營(yíng)軍事公司是軍事服務(wù)商業(yè)化的代表,它的活動(dòng)改變了國(guó)際政治和現(xiàn)代戰(zhàn)爭(zhēng)的規(guī)則,使地區(qū)和國(guó)家安全態(tài)勢(shì)更趨復(fù)雜、緊張,危害國(guó)家主權(quán)安全、模糊戰(zhàn)爭(zhēng)合法使用權(quán)限,以致侵犯人權(quán)的事端屢屢發(fā)生,制造了國(guó)際法的監(jiān)管困境,改變了聯(lián)合國(guó)維持和平行動(dòng)的方式,也給中國(guó)國(guó)家安全埋下了隱患。
[Abstract]:After the Cold War, private military companies took part in the war by outsourcing, and the trend of "military externalization" became more and more obvious. The development of private military companies was closely related to the global strategic layout of the United States and could not be separated from the tide of "privatization". Private military companies are representatives of the commercialization of military services. Their activities have changed the rules of international politics and modern warfare and complicated regional and national security situations. Tension endangers the sovereign security of States, obscures the legitimate use of war authority, resulting in frequent violations of human rights, creating regulatory dilemmas in international law and changing the way United Nations peacekeeping operations are conducted. It also buries hidden dangers for China's national security.
