【摘要】：在人類社會(huì)發(fā)展史上，，能源需求一直是個(gè)繞不開的話題。近代以來，煤、石油和天然氣，作為當(dāng)今世界的三大能源，在能源的消費(fèi)史上，一直占據(jù)著重要的位置。隨著社會(huì)的發(fā)展、人類的不斷進(jìn)步，能源的需求不斷上升，尋求新能源成為當(dāng)今國(guó)際社會(huì)的共識(shí)。 核能作為一種新能源，具有儲(chǔ)量豐富、經(jīng)濟(jì)、高效、清潔等特點(diǎn)，日益成為世界各國(guó)選擇的對(duì)象。作為擁有豐富石油和天然氣的海合會(huì)（全稱海灣阿拉伯國(guó)家合作委員會(huì)，GulfCooperationCouncil GCC，簡(jiǎn)稱海合會(huì)，包括國(guó)家為：沙特阿拉伯、阿拉伯聯(lián)合酋長(zhǎng)國(guó)、科威特、卡塔爾、阿曼和巴林）六國(guó)，面對(duì)日益緊張的國(guó)際能源形勢(shì)，也開始著手開發(fā)核能。 中東地區(qū)歷來是國(guó)際社會(huì)的熱點(diǎn)，這里能夠成為世界的熱點(diǎn)，除了重要的地理位置、復(fù)雜的民族宗教矛盾，還有一個(gè)重要的原因：豐富的能源——石油和天然氣。2006年12月10日，海灣合作委員會(huì)宣布，開發(fā)和利用民用核能源。海合會(huì)的這一決定，引起了國(guó)際社會(huì)的極大關(guān)注，作為擁有豐富石油和天然氣的海灣六國(guó)，為什么突然對(duì)核能的開發(fā)和利用感興趣？是能源需求？還是戰(zhàn)略需要？近年來，核問題（主要是以色列、伊朗）一直是中東的熱點(diǎn)問題，海合會(huì)六國(guó)的核能開發(fā)和利用，無疑會(huì)對(duì)對(duì)于中東地區(qū)產(chǎn)生重要影響。 本文將主要討論海合會(huì)六國(guó)的民用核能政策的起因、開發(fā)和利用現(xiàn)狀、國(guó)際反響，及對(duì)地區(qū)局勢(shì)的影響等。首先對(duì)其開發(fā)民用核能源的主要原因進(jìn)行簡(jiǎn)要敘述和分析，接著，對(duì)近年來（主要是2006年12月份以來）海合會(huì)六國(guó)民用核能源開發(fā)和利用的現(xiàn)狀進(jìn)行知識(shí)梳理并對(duì)其民用核能源開發(fā)的可行性進(jìn)行歸納；然后，通過國(guó)際社會(huì)的反應(yīng)進(jìn)行簡(jiǎn)要整理，并就其面臨的問題、挑戰(zhàn)和前景進(jìn)行分析；最后就其對(duì)于中東地區(qū)、國(guó)際社會(huì)政治、經(jīng)濟(jì)等方面的影響進(jìn)行展開，指出海灣六國(guó)這一舉動(dòng)將有可能對(duì)于世界地緣政治、能源結(jié)構(gòu)、國(guó)際關(guān)系等產(chǎn)生的影響。在文章結(jié)束部分，文章談到了我國(guó)在面對(duì)海合會(huì)這一決策（民用核能源的開發(fā)和利用）應(yīng)該采取積極和行之有效的應(yīng)對(duì)措施。
[Abstract]:In the history of the development of human society, energy demand has always been an inextricable topic. Since modern times, coal, oil and natural gas, as the three major sources of energy in the world today, have been consumed in the history of energy consumption. With the development of society and the progress of human beings, the demand for energy has been rising, and seeking new energy has become the consensus of the international community. Nuclear energy, as a new energy source, is rich in reserves, economic, efficient, clean and so on. Increasingly, the countries of the world are choosing... As the Gulf Cooperation Council (GCC), which is rich in oil and gas, the GCC, including Saudi Arabia, the United Arab Emirates, Kuwait, Qatar, Oman and Bahrain) have also begun to develop nuclear energy in the face of growing international energy tensions. The Middle East region has always been a hot spot in the international community. It can become a hot spot in the world. In addition to its important geographical location and complex ethnic and religious contradictions, there is also an important reason: abundant energy-oil and natural gas. December 10th 2006, Declaring that the decision of the Gulf Cooperation Council to develop and utilize civilian nuclear energy... the GCC decision is of great concern to the international community as the six Gulf States rich in oil and gas, Why is there a sudden interest in the development and use of nuclear energy? Is it energy demand? Or strategic needs? In recent years, the nuclear issue (mainly Israel, Iran) has been a hot issue in the Middle East. The development and utilization of nuclear energy in the six GCC countries will undoubtedly have an important impact on the Middle East region. This paper will mainly discuss the causes of the civil nuclear energy policies of the six GCC countries, the current situation of their development and utilization, their international repercussions, and their impact on the regional situation. First, the main reasons for their development of civil nuclear energy will be briefly described and analyzed, and then, The current situation of the development and utilization of civil nuclear energy in the six GCC countries in recent years (mainly since December 2006) is reviewed and the feasibility of its civil nuclear energy development is summarized. Through a brief review of the international community's response, and an analysis of the problems, challenges and prospects it faces; finally, on its impact on the Middle East region, on the political and economic aspects of the international community, etc. Pointing out that this move by the six Gulf countries will likely have an impact on world geopolitics, energy structure, international relations, and so on. At the end of the article, This paper points out that China should take active and effective countermeasures in the face of the GCC decision (the development and utilization of civil nuclear energy).
