【摘要】：國(guó)家實(shí)力對(duì)比的變化會(huì)引起崛起國(guó)對(duì)現(xiàn)存國(guó)際制度分配結(jié)果的不滿。崛起國(guó)大體上可以采取兩項(xiàng)策略來(lái)改革國(guó)際制度安排:一是推動(dòng)現(xiàn)存國(guó)際制度內(nèi)部的改革,二是在外部創(chuàng)建功能重疊的新的國(guó)際制度。已有的制度主義研究多認(rèn)為新建國(guó)際制度很難實(shí)現(xiàn),但現(xiàn)實(shí)世界中卻出現(xiàn)了崛起國(guó)成功創(chuàng)建國(guó)際制度的不少實(shí)例。作者試圖探尋在何種條件下,崛起國(guó)創(chuàng)建的國(guó)際制度更容易獲得初始生存。由于新建國(guó)際組織天生的脆弱性,崛起國(guó)能否建立穩(wěn)定可見的自我約束機(jī)制,塑造"新舊"國(guó)際制度的合作預(yù)期,是決定國(guó)際制度能否創(chuàng)建成功的關(guān)鍵�；诖�,作者提出一個(gè)制度間合作的分析框架,認(rèn)為崛起國(guó)在議題領(lǐng)域選擇和組織間架構(gòu)兩方面的策略選擇,會(huì)影響制度間合作承諾的可信性,進(jìn)而影響新創(chuàng)國(guó)際制度的初始生存。通過(guò)對(duì)亞洲開發(fā)銀行、亞洲貨幣基金、清邁倡議以及金磚銀行創(chuàng)建的比較案例研究,文中提出的假說(shuō)得到驗(yàn)證。其政策啟示在于,崛起國(guó)通過(guò)選擇網(wǎng)絡(luò)外部性較低的議題領(lǐng)域以及建立合股、授權(quán)和戰(zhàn)略伙伴等制度化的組織間架構(gòu),有利于塑造制度合作的穩(wěn)定預(yù)期,促進(jìn)國(guó)際制度在創(chuàng)設(shè)初期的生存。
[Abstract]:The change in the ratio of national power will cause the rising countries to be dissatisfied with the results of the distribution of the existing international system. In general, the rising countries can adopt two strategies to reform the international institutional arrangements: first, to promote the reform within the existing international system. Second, to create a new international system with overlapping functions outside. Most of the existing institutionalism studies hold that it is very difficult to achieve the new international system. In the real world, however, there are many examples of the successful creation of an international system by a rising nation. The author tries to find out under what conditions the international system created by the rising nation is more likely to survive initially, because of the inherent vulnerability of the new international organization. Whether a rising country can establish a stable and visible self-restraint mechanism and shape the expectation of cooperation between the "new and old" international institutions is the key to the success of the international system. Based on this, the author puts forward an analytical framework for inter-institutional cooperation. Considering that the strategic choices of emerging countries in both subject area selection and inter-organizational architecture will affect the credibility of inter-institutional commitment to cooperation and, in turn, the initial survival of the newly created international system... through the Asian Development Bank, the Asian Monetary Fund, The Chiang Mai Initiative and the comparative case studies created by the BRICS Bank have tested the hypothesis. The policy implications of this hypothesis are that rising countries choose areas of concern with less network externalities and establish joint ventures. The institutional inter-organizational framework such as delegation of authority and strategic partners is conducive to shaping the stable expectation of institutional cooperation and promoting the survival of the international system in the early stages of its creation.
