【摘要】：本文旨在探討自蘇聯(lián)解體以來(lái)俄羅斯里海政策的發(fā)展及變化,證明俄羅斯的里海政策經(jīng)歷了從讓步——極力挽回——爭(zhēng)取成為地區(qū)規(guī)則制定者的過程,并對(duì)俄里海政策發(fā)生演變的原因進(jìn)行具體分析。本文從三個(gè)不同的歷史時(shí)期著手,探討俄羅斯里海政策的演變。第一階段是葉利欽時(shí)期(1991——1999),這個(gè)階段俄的里海政策經(jīng)歷了從“良性忽略”到強(qiáng)硬派與溫和派兩種路線之爭(zhēng),再到90年代末期采取的實(shí)用主義的政策;第二階段是普京、梅德韋杰夫時(shí)期(2000——2011),這一時(shí)期俄羅斯采取了務(wù)實(shí)靈活的外交政策,對(duì)里海地區(qū)的政策也日趨強(qiáng)硬,主要體現(xiàn)在俄與美歐在該地區(qū)的能源管線地緣政治競(jìng)爭(zhēng)上;第三階段是普京第三任任期至今(2012年至今),這個(gè)時(shí)期俄的里海政策出現(xiàn)了新趨勢(shì),俄在里海法律地位問題上取得了新突破。俄羅斯里海政策的演變是一個(gè)不斷走向成熟的過程,俄羅斯每一次從讓步走向強(qiáng)硬皆是因?yàn)槎砹_斯并不能從讓步中達(dá)到預(yù)期的目標(biāo),而隨著西方對(duì)里海地區(qū)的滲透不斷加深,俄羅斯擔(dān)心失去對(duì)該地區(qū)的控制,加上斯拉夫民族天生的擴(kuò)張性,都致使俄最終采取強(qiáng)硬措施;而每一次從強(qiáng)硬走向妥協(xié),其實(shí)質(zhì)是俄羅斯在自身國(guó)力不斷削弱的背景下所作出的無(wú)奈之舉。
[Abstract]:The purpose of this paper is to discuss the development and changes of the Caspian Sea policy in Russia since the disintegration of the Soviet Union, and to prove that Russia's Caspian policy has gone through the process of making concessions-trying hard to recover-and striving to become a regional rule-maker. And the causes of the evolution of the policy of the Russian Caspian Sea are analyzed in detail. This paper begins with three different historical periods. This paper discusses the evolution of Russian Caspian policy. The first stage is the Yeltsin period from 1991 to 1999. In this stage, Russia's Caspian policy has experienced from "benign neglect" to the struggle between hardliners and moderates, and then to the pragmatic policy adopted in the end of 90s. The second stage is Putin, Medvedev period 2000--2011, this period Russia adopted a pragmatic and flexible foreign policy, the Caspian region policy also increasingly tough, mainly reflected in Russia and the United States and Europe in the energy pipeline geopolitical competition in the region; The third stage is Putin's third term of office (2012 to the present). During this period, Russia's Caspian policy has shown a new trend, and Russia has made a new breakthrough in the issue of the legal status of the Caspian Sea. The evolution of Russia's Caspian policy is a process of continuous maturation. Every time Russia moves from concessions to tough ones, it is because Russia cannot achieve its desired goals from concessions, and as Western infiltration into the Caspian Sea continues to deepen, Russia fears losing control of the region. The expansion of Slavic nationality caused Russia to take tough measures, and every time it moved from hardline to compromise, the essence of it was Russia's helpless action against the background of weakening of its national power.
