【摘要】：歐洲不只是一個地理概念,從歐洲歷史的發(fā)展過程中我們可以看出,歐洲更為重要的是一個文化概念。希臘羅馬古典思想、基督教以及近現(xiàn)代以來歐洲各國形成的共同的價值觀念等歐洲主義文化觀念構(gòu)成了歐洲各國的共同精神橋梁。歐洲文化不僅是歐盟賴以形成與發(fā)展的基礎(chǔ),同時也影響了歐盟的對外政策。 歐盟是當今世界上一體化程度最高、涉及范圍最廣的區(qū)域一體化組織。俄羅斯作為一個軍事大國,擁有僅次于美國的戰(zhàn)略核力量,是維持世界和平與穩(wěn)定尤其是歐洲地區(qū)和平與穩(wěn)定的重要力量。同時,俄羅斯又是一個世界資源和能源大國,特別對歐盟國家的經(jīng)濟發(fā)展具有巨大的影響。在歐盟的對外政策中,歐盟的對俄政策一直備受矚目。由于地理方位的原因——俄羅斯地處歐洲邊緣,它由歐洲和亞洲之間的一大塊緩沖地帶構(gòu)成——俄羅斯人的歷史經(jīng)歷完全不同于歐洲人,從而他們所發(fā)展起來的文化也相應(yīng)的有很大不同。除了現(xiàn)實的安全和經(jīng)濟利益考慮之外,歐洲文化與俄羅斯文化的異同構(gòu)成了歐盟對俄政策的重要原因之一。筆者認為兩者文化之間的一致性加深了歐盟對俄政策中的對話與合作,而歐俄文化的沖突則導致了歐盟對俄政策的曲折性。 不同于其他以俄羅斯為主體研究歐俄關(guān)系的文章,本文試圖以歐洲為主體,從歐洲文化視角分析歐盟對俄政策的原因和特點。文章開篇首先從文化的一般釋義入手探討了歐洲文化的內(nèi)涵與特征并且在此基礎(chǔ)上分析了歐洲文化對歐盟外交政策的影響。其后,文章闡述了歐盟的對俄政策,包括歐盟與俄羅斯伙伴關(guān)系的建立及其制度成果；歐盟對俄羅斯的安全政策、經(jīng)濟政策、文化和教育政策；歐盟的東擴政策。這些政策給后文分析歐盟對俄政策的文化變量提供了現(xiàn)實依據(jù)。通過闡述歐盟與俄羅斯文化的異同,筆者在此基礎(chǔ)之上分析歐盟對俄政策的文化成因并且對文化視角下的歐盟對俄政策做出評估。 最后,經(jīng)過前文一系列的理論與現(xiàn)實分析,文章從文化視角對歐盟與俄羅斯關(guān)系的未來做出展望,認為在未來的很長一段時間內(nèi),俄羅斯加入歐盟的可能性幾乎為零,但雙方的合作會不斷擴大和深化。
[Abstract]:Europe is not just a geographical concept. We can see from the development of European history that Europe is more important than a cultural concept. European cultural concepts such as Christianity and the common values formed by European countries in recent and modern times constitute the common spiritual bridge of European countries. European culture is not only the basis for the formation and development of the European Union. It also influenced the EU's foreign policy. The European Union is the most integrated regional integration organization in the world today. As a military power, Russia has a strategic nuclear force second only to that of the United States. Russia is an important force in maintaining world peace and stability, especially in the European region. At the same time, Russia is also a major resource and energy power in the world. In particular, it has a great impact on the economic development of the EU countries. In the EU's foreign policy, the EU's policy towards Russia has always been the focus of attention. Because of its geographical location, Russia is located on the edge of Europe. It's made up of a big buffer between Europe and Asia-- the Russians have a very different historical experience than the Europeans, and the cultures they develop are very different, in addition to the security and economic interests of the real world. The similarities and differences between European culture and Russian culture constitute one of the important reasons of EU's policy towards Russia. The author thinks that the consistency between the two cultures deepens the dialogue and cooperation in EU's policy towards Russia. The conflict between European and Russian culture led to the twists and turns of European Union's policy towards Russia. Different from other articles that study the relationship between Europe and Russia with Russia as the main body, this paper tries to take Europe as the main body. This paper analyzes the reasons and characteristics of European Union's policy towards Russia from the perspective of European culture. In the beginning of the article, the connotation and characteristics of European culture are discussed from the general interpretation of culture, and on this basis, European culture's diplomacy to EU is analyzed. The impact of the policy. This paper expounds the EU's policy towards Russia, including the establishment of the EU-Russia partnership and its institutional achievements, the EU's security policy, economic policy, cultural and educational policy towards Russia; The eastward expansion policies of the EU. These policies provide a realistic basis for the later analysis of the cultural variables of the EU's policy towards Russia. By expounding the similarities and differences between the EU and Russian culture, On this basis, the author analyzes the cultural causes of EU's policy towards Russia and evaluates the EU's policy to Russia from the perspective of culture. Finally, after a series of theoretical and practical analysis, the article looks forward to the future of the relationship between EU and Russia from the perspective of culture, and holds that the possibility of Russia joining the EU is almost zero in a very long period of time in the future. However, the cooperation between the two sides will continue to expand and deepen.
