【摘要】：西原借款是一戰(zhàn)后期日本實(shí)現(xiàn)"東亞自給圈"構(gòu)想的關(guān)鍵環(huán)節(jié),其核心是制鐵廠借款與幣制改革借款,但二者最終未能成立。其中主要沖突表現(xiàn)在三個(gè)層面:機(jī)構(gòu)層面,大藏省→駐華財(cái)務(wù)官與外務(wù)省→駐華公使館的對(duì)華政策輸出渠道之爭(zhēng);個(gè)人層面,"私設(shè)公使"西原龜三與駐華公使林權(quán)助的對(duì)華外交代表之爭(zhēng);理念層面,"朝鮮組"的自主外交與外務(wù)省的協(xié)調(diào)外交之爭(zhēng)。綜合而言,導(dǎo)致西原借款基本構(gòu)想得以實(shí)施但又遭遇挫折的結(jié)構(gòu)性因素正是近代日本的二重外交體制。
[Abstract]:Xihara loan was the key link of realizing the idea of "East Asian self-supporting circle" in Japan in the late period of World War I. the core of which was the loan from the iron mill and the loan from the currency system reform, but the two failed to establish in the end. The main conflict was manifested in three levels: the institutional level, the Ministry of Tibet and the Ministry of Tibet. 鈫扚inance Officer in China and Ministry of Foreign Affairs. 鈫扐t the personal level, there is a dispute between the "private minister" and the diplomatic representatives of the Minister to China, Lin Quansuo. In general, the structural factors that led to the implementation of the basic idea of borrowing money from the Japanese government and suffered setbacks were the twofold diplomatic system of Japan in the modern times, which led to the conflict between the independent diplomacy of the "Korean group" and the coordinated diplomacy of the Ministry of Foreign Affairs.
