【摘要】： 美國(guó)在東北亞地區(qū)有著非常核心的戰(zhàn)略利益訴求,其東北亞安全戰(zhàn)略是更其全球戰(zhàn)略的重要環(huán)節(jié)。由于全球形勢(shì)的變化、東北亞地區(qū)安全格局的演進(jìn)以及美國(guó)國(guó)內(nèi)政治環(huán)境的改變,小布什政府上臺(tái)后,對(duì)美國(guó)的東北亞安全戰(zhàn)略進(jìn)行了調(diào)整。本文從美國(guó)與東北亞地區(qū)大國(guó)之間相互博弈的角度出發(fā),對(duì)小布什兩任政府的東北亞安全戰(zhàn)略進(jìn)行了梳理：繼續(xù)強(qiáng)化與日本的同盟關(guān)系；修復(fù)并加強(qiáng)與韓國(guó)的同盟關(guān)系；對(duì)朝鮮從最初強(qiáng)硬的“鷹派接觸”戰(zhàn)略逐漸轉(zhuǎn)向溫和的有限接觸：為防范中國(guó)崛起對(duì)美國(guó)形成潛在的挑戰(zhàn),對(duì)華戰(zhàn)略也一波三折,從“預(yù)防性遏制”到“嚇阻”再到“兩面下注”,并利用臺(tái)灣問題對(duì)中國(guó)進(jìn)行戰(zhàn)略牽制。最后,本文試從美國(guó)在東北亞地區(qū)國(guó)家利益的實(shí)現(xiàn)、對(duì)該地區(qū)安全秩序造成的影響等方面,對(duì)小布什政府的東北亞安全戰(zhàn)略進(jìn)行評(píng)估。
[Abstract]:The United States has a core strategic interests in Northeast Asia, the Northeast Asia security strategy is an important part of its global strategy. Due to changes in the global situation, the evolution of security pattern of Northeast Asia and the United States to change the domestic political environment, the George W. Bush government on Taiwan, the Northeast Asia security strategy of the United States has been adjusted. The game between powers from the United States and Northeast Asia regional perspective on Northeast Asia Security Strategy of the George W. Bush administration's two reviews: continue to strengthen the alliance with Japan; repair and strengthen the alliance with South Korea; North Korea from the initial tough "Hawk contact strategy" gradually turned to mild limited contact in order to prevent the rise of China: a potential challenge to the United States, China's strategy also striking one snag after another "preventive containment", from "deterrence" to "both sides Finally, this paper tries to evaluate the George W. Bush administration's Northeast Asian security strategy from the aspect of the realization of national interests in the Northeast Asian region and the impact on the security order in the region, etc., based on the Taiwan issue.
