【摘要】：北極形勢的發(fā)展決定了中國應明確界定自身在北極的角色定位和權益內(nèi)容。通過經(jīng)濟合作與法律博弈并舉的方式推進北極地區(qū)的多邊國際合作,有利于為中國等非北極國家在北極地區(qū)的事實存在拓寬相應的活動空間。只有加強對北極地區(qū)各項問題的國際法解讀力度,全面提升中國對北極事務的法律參與水平,才能使中國在北極問題上更具有話語權。中國需要確定出相應的北極問題總體應對策略,以便在現(xiàn)實操作中與北極國家進行更有效的博弈,并根據(jù)北極國家和非北極國家的各自不同情況來進行互動,以多管齊下的方式為中國北極軟實力的加強鋪平道路。
[Abstract]:The development of the Arctic situation has decided that China should clearly define its role in the Arctic and the content of its rights and interests, and promote multilateral international cooperation in the Arctic region through economic cooperation and legal games. It is conducive to broadening the scope for corresponding activities for the fact that China and other non-Arctic countries exist in the Arctic region. Only by strengthening the interpretation of international law on various issues in the Arctic region, can we comprehensively raise the level of China's legal participation in Arctic affairs. In order to give China a more say on Arctic issues, China needs to determine the overall strategy for dealing with Arctic issues in order to play a more effective game with Arctic countries in practice. And according to the different situations of the Arctic and non-Arctic countries, the multi-pronged approach paves the way for the strengthening of China's Arctic soft power.
