【摘要】：近年來,波蘭的北極外交非�；钴S,主要集中在北極科研領(lǐng)域,北極地緣環(huán)境的變化必然推動波蘭北極外交政策的更新。為進(jìn)一步明確波蘭在北極的經(jīng)濟(jì)與政治利益,2015年3月,波蘭政府出臺了《波蘭的北極政策:關(guān)鍵地區(qū)與優(yōu)先行動》,其標(biāo)志著波蘭完成了參與北極治理的戰(zhàn)略規(guī)劃。波蘭采取在歐盟、北約、北極理事會框架下進(jìn)行多邊合作的方式參與北極事務(wù),不僅增強(qiáng)了本國安全,同時提升了波蘭的國際地位。利用在北極理事會的永久觀察員國身份,波蘭在不同國際舞臺上開展了卓有成效的外交活動,不僅推動北約、歐盟增強(qiáng)在北極事務(wù)的存在,而且創(chuàng)造了"華沙模式"——加強(qiáng)北極理事會非北極國家與北極國家之間的雙邊關(guān)系。本文嘗試梳理波蘭北極政策的演變過程,闡釋其在缺乏經(jīng)濟(jì)和戰(zhàn)略利益的背景下,如何發(fā)揮其北極科研領(lǐng)域的優(yōu)勢地位,進(jìn)而構(gòu)建連貫性的北極政策。
[Abstract]:In recent years, Poland's Arctic diplomacy has been very active, mainly in the field of Arctic scientific research. The changes in the Arctic geopolitical environment are bound to promote the renewal of Polish Arctic foreign policy. In order to further clarify Poland's economic and political interests in the Arctic, in March 2015, The Polish government has launched the Poles Arctic Policy: key areas and priority actions, which marks the completion of Poland's strategic plan to participate in Arctic governance. Participation in Arctic affairs through multilateral cooperation within the framework of the Arctic Council not only enhances national security, but also enhances Poland's international standing. Poland has carried out fruitful diplomatic activities on different international occasions, not only to promote NATO, but also to strengthen the EU's presence in the Arctic. Moreover, the Warsaw Model is created to strengthen the bilateral relationship between non-Arctic and Arctic countries of the Arctic Council. This paper attempts to sort out the evolution of Poland's Arctic policy and explain its lack of economic and strategic interests. How to give full play to its dominant position in the field of Arctic scientific research, and then construct a consistent Arctic policy.
