【摘要】： 本文在已有研究成果的基礎上,重新對歷史事實進行梳理,著重從朝核問題產(chǎn)生的背景、原因以及美國對朝政策和中國在朝核問題解決中的國際斡旋與調(diào)停等幾個方面入手,深刻分析和論述了朝核問題中的中美因素。本文主要分為四個部分。 第一部分系統(tǒng)分析了朝核問題產(chǎn)生的歷史背景與時代背景。由于地緣政治的原因,幾個世紀以來,朝鮮半島在地區(qū)關系和全球關系的大背景下屢經(jīng)動蕩,冷戰(zhàn)結(jié)束后,朝鮮半島形勢發(fā)生了一系列不利于朝鮮的變化。蘇聯(lián)解體、東歐劇變、國際共產(chǎn)主義運動陷入低潮。全球唯一的超級大國美國此時加大了對朝鮮的打壓和圍堵,不斷強化在朝鮮半島的軍事存在,加快了對朝鮮和平演變的步伐,謀求改變朝鮮政權。為了做好應對美國發(fā)動進攻的各項軍事準備,朝鮮也加大了對戰(zhàn)略威懾性武器的研發(fā)力度,積極探索在戰(zhàn)爭初期有效保存地面有生力量的措施和辦法,并謀求通過研發(fā)彈道導彈等戰(zhàn)略武器,強化戰(zhàn)爭遏制能力。再加上安全機制得不到保障,核不擴散機制先天不足等時代因素,朝鮮問題開始向朝核問題轉(zhuǎn)化。 第二部分闡述了朝核問題產(chǎn)生的原因。通過對朝核問題產(chǎn)生的歷史背景的分析本文總結(jié)出了三個主要原因:美國及其西方盟友對朝鮮的敵視和封鎖;世界格局的重組增強了朝鮮的危機意識;朝鮮國內(nèi)的政治經(jīng)濟危機等。 第三部分重點分析了美國對朝政策演變及朝核危機的產(chǎn)生。老布什政府時期,美對朝政策目標集中在使朝鮮接受和全面履行不擴散核武器條約的保障協(xié)定上�？肆诸D政府時期,經(jīng)過兩次調(diào)整,最終確立了與朝全面接觸的政策。小布什上臺以后,全面中止了克林頓政府對朝政策,并對韓國總統(tǒng)金大中奉行的“陽光政策”提出非議。美國政府的強硬立場引起朝鮮方面的激烈反應,從而在朝鮮半島掀起了一波又一波的核危機。 第四部分主要闡述了中國在朝核問題解決中的斡旋與調(diào)停。主要有中國積極介入朝核問題的原因、中國解決朝核問題的原則、中國在朝核問題解決中的作用等。
[Abstract]:On the basis of the existing research results, this paper reorganizes the historical facts, focusing on the background of the North Korean nuclear issue, the reasons, the United States' policy towards the DPRK and China's international mediation and mediation in the resolution of the Korean nuclear issue, and so on. This paper deeply analyzes and discusses the Chinese and American factors in the Korean nuclear issue. This paper is divided into four parts. The first part systematically analyzes the historical background and historical background of the Korean nuclear issue. For geopolitical reasons, the Korean peninsula has repeatedly been in turmoil under the background of regional and global relations for several centuries, and after the end of the cold war, The situation on the Korean peninsula has undergone a series of changes that are not conducive to North Korea. The disintegration of the Soviet Union, the dramatic changes in Eastern Europe, and the low tide of the international communist movement. At this time, the United States, the world's sole superpower, has increased its pressure on and containment of North Korea. Constantly strengthening the military presence on the Korean peninsula, accelerating the pace of peaceful evolution towards the DPRK, seeking to change the Korean regime. North Korea has also stepped up its research and development of strategic deterrent weapons, actively explored measures and methods to effectively preserve active forces on the ground in the early stages of the war, and sought to develop strategic weapons such as ballistic missiles through development. To strengthen the containment capability of war, coupled with the fact that the security mechanism is not guaranteed and the nuclear non-proliferation mechanism is inadequate, the DPRK issue has begun to transform to the North Korean nuclear issue. By analyzing the historical background of the North Korean nuclear issue, this paper summarizes three main reasons: the hostility and blockade of the United States and its western allies towards North Korea; The reorganization of the world pattern has strengthened the crisis consciousness of North Korea and the domestic political and economic crisis of North Korea. The third part focuses on the analysis of the evolution of US policy towards North Korea and the emergence of the North Korean nuclear crisis. The US policy toward the DPRK focuses on the DPRK's acceptance of and full implementation of the safeguards agreement of the Treaty on the Non-Proliferation of Nuclear weapons. During the Clinton administration, after two adjustments, the policy of full engagement with the DPRK was finally established. After Bush took office, It completely suspended the Clinton administration's policy towards North Korea, and criticized South Korean President Kim Dae-jung 's "sunshine policy." the hardline stance of the United States government caused a fierce reaction from the DPRK side. Thus in the Korean peninsula set off wave after wave of nuclear crisis. Part 4th mainly expounds China's mediation and mediation in the settlement of the Korean nuclear issue, including the reasons for China's active involvement in the DPRK nuclear issue, China's principles for resolving the DPRK nuclear issue, and China's role in the resolution of the Korean nuclear issue.
