【摘要】：奧巴馬政府將網(wǎng)絡(luò)空間政策提高到戰(zhàn)略高度,試圖打造一個(gè)集戰(zhàn)略思想、政策舉措和行動(dòng)策略三位一體的網(wǎng)絡(luò)空間戰(zhàn)略。但在實(shí)踐中,奧巴馬政府構(gòu)建了一個(gè)復(fù)雜而矛盾的體系,戰(zhàn)略思想有內(nèi)在矛盾,政策效力之間相互抵消,"棱鏡門事件"更使得美國(guó)網(wǎng)絡(luò)空間戰(zhàn)略陷入困境。隨后,奧巴馬政府著手調(diào)整,一方面對(duì)進(jìn)攻性的網(wǎng)絡(luò)政策進(jìn)行全面審查,另一方面放棄對(duì)ICANN的控制權(quán),推進(jìn)網(wǎng)絡(luò)空間全球治理進(jìn)程。這將會(huì)對(duì)國(guó)際網(wǎng)絡(luò)空間的"建章立制"產(chǎn)生重大影響。
[Abstract]:The Obama administration has raised cyberspace policy to a strategic level, trying to create a cyberspace strategy that integrates strategic thinking, policy initiatives and operational strategies. But in practice, The Obama administration has built a complex and contradictory system with inherent contradictions in strategic thinking, counteracting each other in policy effectiveness, and the Prism Gate incident, which has put America's cyberspace strategy in a dilemma. On the one hand, the comprehensive review of the offensive cyberpolicy, on the other hand, giving up the control over ICANN and promoting the process of global governance of cyberspace, which will have a significant impact on the "establishment of regulations" in international cyberspace.
