【摘要】：當(dāng)前,海洋公共外交正在成為美國介入南海爭端、動員國際盟友和遏制中國海上行動的戰(zhàn)略工具。從宏觀上看,綜合國力的相對下降是美國在海洋領(lǐng)域高度重視低成本公共外交工具的根本原因,全球傳播能力的提升和海洋思想資源的生產(chǎn)則為美國海洋公共外交的迅速發(fā)展提供了堅(jiān)實(shí)的基礎(chǔ)。美國海洋公共外交的基本目標(biāo)是管控國際輿論,在實(shí)現(xiàn)這一目標(biāo)的過程中,美國官方一改常態(tài),更加頻繁地直接介入到公共外交前臺,同時,既高度重視與其他國家在海洋公共外交領(lǐng)域的協(xié)同行動,又非常注重國家硬實(shí)力與公共外交工具的配合使用。在短短幾年里,美國海洋公共外交已經(jīng)產(chǎn)生了全球性效應(yīng),不僅放大了美國在臺前幕后干預(yù)南海局勢走向的政策能力,而且給中國帶來了巨大的外部壓力,進(jìn)一步提升了南海局勢的緊張程度。面對這一新情況,中國亟須通過解放思想、理順體制、整合資源等方式,發(fā)展有中國特色的海洋公共外交理論,對美國的海洋公共外交攻勢進(jìn)行有效應(yīng)對,從而進(jìn)一步維護(hù)自身海洋權(quán)益。
[Abstract]:At present, the marine public diplomacy is becoming the United States involved in the South China Sea dispute, strategic tools to mobilize international allies and curb Chinese maritime operations. From a macro perspective, the comprehensive strength of the relative decline in the United States Marine field attaches great importance to the fundamental reason for the low cost of public diplomacy tools, provide a solid foundation for global communication ability and marine thought resources the production is the rapid development of the United States Marine public diplomacy. The basic goal of the United States Marine public diplomacy is the control of international public opinion, in the process of achieving this goal, the United States officially changed the norm, more directly involved in the public diplomacy front, at the same time, both attach great importance to and coordinated action of other countries in the field of marine public diplomacy with the use of, also attaches great importance to the national hard power and public diplomacy tools. In just a few years, the United States Marine public diplomacy has produced a whole Global effect, not only amplifies the American intervention in the backstage to the situation in the South China Sea policy capacity, and brings enormous external pressure to China, to further enhance the tense situation in the South China Sea. In the face of this new situation, the urgent need to China by emancipating the mind, improve the system, integration of resources, the development of China characteristics of the ocean the theory of American public diplomacy, public diplomacy campaign to effectively deal with the ocean, so as to further maintain its maritime rights and interests.
