【摘要】：1960年，聯(lián)合國第二任秘書長哈馬舍爾德在其工作報告中首次提出預(yù)防性外交（Preventive Diplomacy）的概念。當(dāng)時的時代背景是以美國和蘇聯(lián)為首的兩大陣營尖銳對立，兩極格局之下的全球事務(wù)由美蘇兩個大國主導(dǎo)，預(yù)防性外交概念并未受到重視。隨著冷戰(zhàn)結(jié)束，世界多極化深入發(fā)展，預(yù)防性外交開始受到熱捧。1992年，聯(lián)合國秘書長加利發(fā)表《和平綱領(lǐng)》，重新提出預(yù)防性外交概念并得到聯(lián)合國安理會的認(rèn)可。自此，預(yù)防性外交開始受到重視并付諸實踐。 東盟地區(qū)論壇（ASEAN Regional Forum, ARF）是東盟根據(jù)預(yù)防性外交理念建立的多邊安全對話合作機制。但由于各方對預(yù)防性外交的確切含義以及在亞太地區(qū)和ARF框架下開展預(yù)防性外交實踐存在不同認(rèn)識，導(dǎo)致ARF成立20多年來預(yù)防性外交進展緩慢，總體上仍處在理念探討的階段。 本文旨在通過梳理和分析預(yù)防性外交在聯(lián)合國、ARF及其他地區(qū)和多邊組織下的討論和實踐，對ARF預(yù)防性外交的發(fā)展前景作出預(yù)測和評估，在此基礎(chǔ)上就中國如何更好地參與相關(guān)進程、更好地發(fā)揮和應(yīng)用預(yù)防性外交手段提出看法和建議。
[Abstract]:In 1960, in his work report, the second UN Secretary General, Hammarskjold, first proposed the concept of preventive diplomacy against a backdrop of sharp opposition between the two camps headed by the United States and the Soviet Union. Global affairs under the bipolar structure are dominated by the United States and the Soviet Union, and the concept of preventive diplomacy has not been taken seriously. With the end of the cold war and the deepening development of world multipolarization, preventive diplomacy has gained popularity. In 1992, Un Secretary General Boutros Boutros-Ghali published the "agenda for Peace", which reintroduced the concept of preventive diplomacy and was recognized by the UN Security Council. Since then, preventive diplomacy has been attached importance to and put into practice. The ASEAN Regional Forum (ARFF) is a multilateral security dialogue and cooperation mechanism established by ASEAN in accordance with the concept of preventive diplomacy. However, because of the exact meaning of preventive diplomacy by all parties and the implementation of preventive diplomacy in the Asia-Pacific region and the ARF framework, There are different understandings in diplomatic practice. As a result, the progress of preventive diplomacy has been slow since the establishment of ARF for more than 20 years, and it is still in the stage of conceptual discussion. The purpose of this paper is to forecast and evaluate the development prospects of ARF preventive diplomacy by combing and analyzing the discussion and practice of preventive diplomacy under the UN and other regional and multilateral organizations. On the basis of this, the author puts forward some opinions and suggestions on how to better participate in the relevant process, and how to better exert and apply the means of preventive diplomacy.
