【摘要】：日本的海洋戰(zhàn)略經(jīng)歷了擴(kuò)張——收縮——再擴(kuò)張的發(fā)展階段。出于對(duì)北極地區(qū)的資源、環(huán)境、戰(zhàn)略價(jià)值、經(jīng)濟(jì)價(jià)值的多方面考量,日本政府近年在海洋國(guó)家戰(zhàn)略框架下積極參與北極事務(wù),謀求北極權(quán)益。日本對(duì)北極事務(wù)介入力度的加強(qiáng),也將引起北極地緣政治格局的較大變化。文章首先分析了日本國(guó)家海洋戰(zhàn)略的發(fā)展歷程以及未來趨勢(shì),指出日本的海洋戰(zhàn)略主要受其國(guó)家身份認(rèn)知(發(fā)展成為海洋國(guó)家或是大陸國(guó)家)、東亞大陸地緣政治格局及海洋霸主國(guó)——美國(guó)的影響,并得出未來日本的海洋戰(zhàn)略將呈現(xiàn)出對(duì)外擴(kuò)張的趨勢(shì),進(jìn)而探究了日本國(guó)家海洋戰(zhàn)略受北極地緣政治格局的影響以及日本海洋戰(zhàn)略的未來發(fā)展趨勢(shì),得出日本未來將制約中國(guó)的北極參與戰(zhàn)略、緩和對(duì)俄關(guān)系、并增強(qiáng)其軍事力量,最后從俄羅斯、日本、中國(guó)、美國(guó)4個(gè)國(guó)家為出發(fā)點(diǎn)分析北極地緣政治格局的演變。
[Abstract]:Japan's marine strategy has experienced the development stage of expansion-contraction and re-expansion. Due to the consideration of the resources, environment, strategic value and economic value of the Arctic region. In recent years, the Japanese government has actively participated in Arctic affairs under the strategic framework of maritime countries, and sought Arctic rights and interests. Japan has strengthened its involvement in Arctic affairs. It will also cause great changes in the Arctic geopolitical pattern. Firstly, the paper analyzes the development course and future trend of Japan's national marine strategy. It is pointed out that Japan's ocean strategy is mainly influenced by its national identity cognition (developing into a marine country or a continental state, the geopolitical pattern of the East Asian continent and the United States, the dominant maritime power). And the future of Japan's marine strategy will show a trend of external expansion, and then explore the impact of Japan's national marine strategy by the Arctic geopolitical pattern and the future development trend of Japan's marine strategy. The conclusion is that Japan will restrict China's Arctic participation strategy, ease relations with Russia, and strengthen its military power, finally from Russia, Japan, China. The United States four countries as a starting point to analyze the evolution of Arctic geopolitical pattern.
