【摘要】：哈薩克斯坦是中亞五國(guó)中面積最大的國(guó)家,自1991年獨(dú)立以來(lái),開(kāi)始實(shí)行轉(zhuǎn)軌制,外交方面也采取了多元平衡外交,重視發(fā)展與俄羅斯、中國(guó)、中亞鄰國(guó)、美國(guó)、歐盟和伊斯蘭國(guó)家的關(guān)系,同時(shí)擴(kuò)大同亞太國(guó)家的交往。中國(guó)進(jìn)入新世紀(jì)以后,也非常重視平衡外交方針,“與鄰為善、以鄰為伴”、“睦鄰、富鄰和安鄰”是中國(guó)對(duì)周邊的長(zhǎng)遠(yuǎn)的根本外交政策。1992年1月,哈中兩國(guó)正式建立外交關(guān)系。至今為止,兩國(guó)的雙邊關(guān)系一直穩(wěn)步向前發(fā)展。在政治方面,哈中兩國(guó)高層領(lǐng)導(dǎo)多次進(jìn)行互訪、民間文化交流也不斷增多；在經(jīng)濟(jì)方面,哈中雙邊經(jīng)貿(mào)關(guān)系不斷向深層次、深結(jié)構(gòu)邁進(jìn),經(jīng)貿(mào)增長(zhǎng)速度飛快,兩國(guó)石油管道以及天然氣管道的開(kāi)通為兩國(guó)經(jīng)濟(jì)帶來(lái)了巨大利益,2012年,中國(guó)成為哈薩克斯坦的第一大貿(mào)易伙伴、第一大出口國(guó)以及第二大進(jìn)口來(lái)源國(guó)。總的來(lái)說(shuō),哈薩克斯坦非常重視同中國(guó)的雙邊關(guān)系,中國(guó)也非�？春霉_克斯坦這個(gè)有潛力的合作伙伴。本文基于對(duì)哈薩克斯坦發(fā)展同中國(guó)外交關(guān)系的重要性的分析,梳理哈薩克斯坦對(duì)中國(guó)外交政策的發(fā)展演變以及不同時(shí)期兩國(guó)關(guān)系的發(fā)展特點(diǎn),并以能源外交為主,探討了哈中在能源外交方面的現(xiàn)狀、前景與挑戰(zhàn),評(píng)價(jià)了哈薩克斯坦對(duì)中國(guó)的外交政策,探究了其對(duì)中國(guó)的外交走向。
[Abstract]:Kazakhstan is the largest country in the area of the five Central Asian countries, since independence in 1991, began to implement the transition system, diplomacy has also adopted a multi balance diplomacy, and attach importance to the development of Russia, Chinese, Central Asian neighbors, the United States, the European Union and the Islamic countries, and expand exchanges Asia Pacific countries. After entering the new century, China also attaches great importance to the balanced foreign policy. "Good neighborliness, neighbourhood", "good neighborliness, rich neighbourhood and good neighbour" are China's long-term fundamental foreign policy towards the periphery. In January 1992, China and Kazakhstan established diplomatic relations formally. So far, bilateral relations between the two countries have been developing steadily. In the political aspect, Kazakhstan leaders repeatedly visits, folk cultural exchanges are increasing; in the economy, Kazakhstan bilateral economic and trade relations continue to move to the deep, deep structure, fast economic growth, China Petroleum Pipeline and gas pipeline opening has brought great benefits for the economy of the two countries, in 2012, Chinese become Kazakhstan's largest trading partner and largest exporter and the second largest source of imports. In general, Kazakhstan attaches great importance to bilateral relations with China, and China is also very optimistic about the potential partner of Kazakhstan. This paper analyzes the development of Kazakhstan with the importance of China diplomatic relations based on China combing the Kazakhstan foreign policy as well as the evolution of different periods of the development of bilateral relations, and energy diplomacy, discusses the current situation, prospects and challenges in energy diplomacy in Kazakhstan Kazakhstan, evaluation of foreign policy in Chinese, inquiry the Chinese of diplomacy.
