【摘要】：當13個殖民地脫離母國而獨立之際,美國革命者就新國家的政體原則和政府形式進行了熱烈的討論。有人主張以英國政體為藍本,有人倡導仿效古代雅典民主,還有人試圖在某些殖民地政府模式的基礎上略加改造。1778年馬薩諸塞的《埃塞克斯決議》則提出了一個頗具想象力的新型共和政體方案�！稕Q議》并非如以往史家所說的那樣僅只為少數(shù)富人爭取權(quán)勢,而是主張本著社會契約、人民主權(quán)和自然權(quán)利的原則,建立一個開放而中立的國家,基于民眾與精英的共治和平衡,以保障包括少數(shù)富人在內(nèi)的全體居民的"安全和幸福"�！稕Q議》關注的不是加強國家的能力,而是防范國家的利益偏向和權(quán)力集中,以維護被統(tǒng)治者的自由和安全。這種國家構(gòu)建的主張,不僅與當時世界上絕大多數(shù)國家的狀況迥然不同,而且也與當前政治學理論對國家的描述大有出入。它從一個側(cè)面反映了美國革命在政治上的創(chuàng)造性和激進性。
[Abstract]:When the 13 colonies became independent from their home countries, the American revolutionaries had a heated discussion on the principles of government and the form of government in the new country. Some advocated emulating ancient Athenian democracy. In 1778, Massachusetts's Essex Resolution proposed an imaginative new republic. Historians used to say that they were fighting for power only for a small number of rich people. Instead, he advocated the establishment of an open and neutral state based on the principles of social contract, people's sovereignty and natural rights, based on the common governance and balance between the people and the elite. In order to guarantee the "safety and happiness" of the whole population, including the few rich people, the resolution is concerned not with strengthening the state's capacity, but with guarding against the national interests bias and the centralization of power. In order to preserve the freedom and security of the governed, such a state of affairs is not only different from the situation of the vast majority of countries in the world at that time. It reflects the political creativity and radicalization of the American revolution.
