【摘要】：互助共濟(jì)是一種精神,也是一種方法�；谡w把握損失規(guī)律的可能性和個(gè)體把握損失規(guī)律的不可能性,互助共濟(jì)成為處理風(fēng)險(xiǎn)的有效方法。社會(huì)保障是國家關(guān)于風(fēng)險(xiǎn)管理的一項(xiàng)基礎(chǔ)性制度安排,互助共濟(jì)是其天然屬性�；陲L(fēng)險(xiǎn)的射幸性,社會(huì)保障能夠?qū)崿F(xiàn)健康者與傷病者之間、長壽者與短壽者之間、失能者與健全者之間、在業(yè)者與失業(yè)者之間、順境者與困境者之間、雇主之間的互助共濟(jì);基于制度的強(qiáng)制性,社會(huì)保障能夠?qū)崿F(xiàn)不同收入群體之間、代際之間、地區(qū)之間的互助共濟(jì)。深化社會(huì)保障制度改革,必須堅(jiān)持互助共濟(jì)性。建議:(1)社會(huì)保險(xiǎn)制度實(shí)行"統(tǒng)賬分離";(2)選擇適宜的社會(huì)保險(xiǎn)統(tǒng)籌層次;(3)高度重視代際均衡問題;(4)加快發(fā)展補(bǔ)充性保障;(5)弘揚(yáng)社會(huì)保障的互助共濟(jì)精神。
[Abstract]:Mutual assistance is not only a spirit, but also a method. Based on the possibility of grasping the law of loss as a whole and the impossibility of individuals grasping the law of loss, mutual assistance and solidarity has become an effective method to deal with the risk. Social security is a basic institutional arrangement of national risk management, and mutual assistance is its natural attribute. Based on the luck of risk, social security can realize mutual assistance and mutual assistance between healthy and sick, between long-lived and short-lived, between the disabled and the healthy, between the unemployed and the unemployed, between the people in need and in need, and between employers. Based on the mandatory system, social security can realize mutual assistance and mutual assistance among different income groups, generations and regions. To deepen the reform of the social security system, we must adhere to the nature of mutual help and mutual benefit. It is suggested that: (1) the social insurance system should be separated from each other; (2) the appropriate level of social insurance planning should be selected; (3) the problem of intergenerational balance should be attached great importance; (4) the development of supplementary security should be accelerated; and (5) the spirit of mutual assistance and mutual assistance of social security should be carried forward.
