【摘要】：[目的/意義]個人自發(fā)媒體的產(chǎn)生催生了突發(fā)輿情的頻發(fā)狀況,網(wǎng)絡(luò)技術(shù)和社交平臺的飛速發(fā)展顛覆了現(xiàn)有的信息傳輸方式,大眾可以高度自由地關(guān)于各類事件并發(fā)表觀點(diǎn)、心得、情緒,使得網(wǎng)絡(luò)輿情事件錯綜復(fù)雜。[方法/過程]采用ISM方法對輿情監(jiān)管者的勝任力模式進(jìn)行解析,并給出網(wǎng)絡(luò)輿情事件監(jiān)管勝任力因子的搭建方案。具體探討了網(wǎng)絡(luò)輿情監(jiān)管者的勝任力因子、輿情事件,分析了管理者勝任力特性的校驗(yàn)二重因子。主要從基本指標(biāo)、個人素質(zhì)、業(yè)務(wù)能力、監(jiān)管者權(quán)力因子等角度,探討輿情監(jiān)管者的勝任力因子,并給出各個因子之間的內(nèi)在關(guān)聯(lián)。[結(jié)果/結(jié)論]實(shí)驗(yàn)結(jié)果證明,ISM策略適用于網(wǎng)絡(luò)輿情監(jiān)管者勝任力構(gòu)造模式的搭建,能夠展現(xiàn)四類勝任力作用因子之間的關(guān)聯(lián)性,對網(wǎng)絡(luò)輿情監(jiān)管者的勝任力提升有重要意義。
[Abstract]:[objective] the emergence of individual spontaneous media has spawned the frequent occurrence of public opinion, the rapid development of network technology and social platforms has subverted the existing means of information transmission, and the public is highly free to express their views on events of all kinds, Experience, emotion, makes the network public opinion incident complex. [methods / process] the competency model of public opinion regulator is analyzed by ISM method, and the building scheme of competency factor of network public opinion event supervision is given. The competency factor and public opinion event of network public opinion regulator are discussed in detail, and the double check factor of managers' competency characteristics is analyzed. This paper mainly discusses the competency factor of public opinion regulator from the angles of basic index, personal quality, business ability, regulator power factor and so on, and gives the internal relationship among each factor. [results / conclusion] the experimental results show that the ISM strategy is suitable for constructing the competence construction model of network public opinion regulators, and can show the correlation among the four competency factors. It is of great significance to enhance the competence of network public opinion regulators.
