【摘要】：結(jié)合對(duì)我國(guó)中部地區(qū)花村的田野調(diào)查,對(duì)精準(zhǔn)扶貧實(shí)踐過程進(jìn)行研究發(fā)現(xiàn),村治主體公共權(quán)威的缺失是導(dǎo)致精準(zhǔn)扶貧基層實(shí)踐困境的重要原因。稅費(fèi)改革后,基層政府懸浮,吸納式治理將村治主體引入既無體制支持又與村民關(guān)系松散的尷尬境地,使其公共權(quán)威無法確立,同時(shí)村治主體還需承擔(dān)政策變動(dòng)的消極后果,及扶貧建檔立卡制給村治主體所帶來的"三角壓力";駐村干部對(duì)村治主體權(quán)力的短暫替代及村民對(duì)該種權(quán)力的"工具性"認(rèn)同、利用,致使村治主體公共權(quán)威在精準(zhǔn)扶貧實(shí)踐中進(jìn)一步缺失,以致出現(xiàn)貧民爭(zhēng)貧鬧訪、村民怨氣橫生,農(nóng)村基層治理困境進(jìn)一步凸現(xiàn)。提出在國(guó)家政權(quán)下沉的現(xiàn)代體制建設(shè)中,注重建立和維護(hù)村治主體的公共權(quán)威,實(shí)現(xiàn)國(guó)家和社會(huì)的有效銜接,是精準(zhǔn)扶貧高效實(shí)踐的有效方式,也是實(shí)現(xiàn)農(nóng)村基層治理良好運(yùn)作的有效途徑。
[Abstract]:Based on the field investigation of Huaxun in the central part of China, it is found that the lack of public authority of the main body of village government is an important reason for the practical dilemma of precision poverty alleviation. After the tax and fee reform, the grass-roots government suspends, absorptive governance introduces the village governance subject into the awkward situation that has neither institutional support nor loose relationship with the villagers, which makes it impossible to establish its public authority. At the same time, the village governance subject also has to bear the negative consequences of the policy change. And the "triangular pressure" brought by the establishment of poverty alleviation card system to the main body of the village government, the temporary substitution of the power of the principal body of the village government by the resident village cadres and the "instrumental" identification and utilization of this kind of power by the villagers, As a result, the public authority of the main body of village government is further lacking in the practice of accurate poverty alleviation, resulting in the poor people fighting for poverty, the villagers being angry, and the predicament of rural grass-roots governance becoming more prominent. It is put forward that in the modern system construction of the sinking state power, it is an effective way to establish and maintain the public authority of the main body of village governance and to realize the effective connection between the state and society. It is also an effective way to realize the good operation of rural grass-roots governance.
