【摘要】：為了進(jìn)一步有效推動(dòng)中國(guó)人文社會(huì)科學(xué)學(xué)術(shù)成果評(píng)價(jià)研究工作的發(fā)展,促進(jìn)全社會(huì)重視人文社會(huì)科學(xué)研究繁榮與發(fā)展,探討人文社會(huì)科學(xué)研究成果評(píng)價(jià)標(biāo)準(zhǔn)和體系建設(shè),2015年3月31日,中國(guó)人民大學(xué)書報(bào)資料中心和人文社會(huì)科學(xué)學(xué)術(shù)成果評(píng)價(jià)研究中心在北京舉辦了"人文社會(huì)科學(xué)學(xué)術(shù)成果評(píng)價(jià)論壇",論壇由中國(guó)人民大學(xué)書報(bào)資料中心高自龍總編輯主持,論壇以"同行評(píng)議"為主題,這個(gè)主題也是目前學(xué)術(shù)評(píng)價(jià)中的熱門話題。來(lái)自全國(guó)權(quán)威評(píng)價(jià)機(jī)構(gòu)的知名專家從不同角度進(jìn)行了生動(dòng)而有智慧的發(fā)言和討論,高自龍總編輯做了精彩的點(diǎn)評(píng)和高度評(píng)價(jià)。本次筆談邀請(qǐng)了上述論壇的三位學(xué)術(shù)評(píng)價(jià)界的主講專家對(duì)"同行評(píng)議"問(wèn)題進(jìn)行了深入的思考和探討。蔡蓉華教授的《同行評(píng)議的難點(diǎn)》對(duì)學(xué)術(shù)評(píng)價(jià)中同行評(píng)議的客觀現(xiàn)實(shí)問(wèn)題和同行評(píng)議的難點(diǎn)進(jìn)行了討論,提出了未來(lái)的學(xué)術(shù)評(píng)價(jià)應(yīng)該是科學(xué)計(jì)量和專家智力的組合,沒(méi)有最好的方法;只有最合適的方法,沒(méi)有普遍的標(biāo)準(zhǔn),只有特定的標(biāo)準(zhǔn)。劉益東教授的《開放式評(píng)價(jià):替代同行評(píng)議的新方案》從發(fā)現(xiàn)同行評(píng)議和文獻(xiàn)計(jì)量法的根本缺陷入手,提出了開放式評(píng)價(jià)法這一替代方案,還解決了對(duì)作為學(xué)術(shù)帶頭人的前沿學(xué)者的界定與甄選問(wèn)題,為深化科技體制改革與創(chuàng)新驅(qū)動(dòng)戰(zhàn)略提供了新思路。伍軍紅、湯麗云、肖宏教授的《大數(shù)據(jù)支撐下的創(chuàng)新同行評(píng)議》分析了大數(shù)據(jù)環(huán)境和網(wǎng)絡(luò)化社會(huì)中同行評(píng)議遇到的挑戰(zhàn)和機(jī)遇,提出了大數(shù)據(jù)可以幫助同行評(píng)議找到更適合的小同行專家,并為專家提供重復(fù)性檢測(cè)、創(chuàng)新點(diǎn)分析和引證動(dòng)機(jī)挖掘等有力的輔助工具和資料,提出建設(shè)"世界科學(xué)文獻(xiàn)定性評(píng)價(jià)統(tǒng)計(jì)數(shù)據(jù)庫(kù)",以解決同行評(píng)議面對(duì)的問(wèn)題,使同行評(píng)議工作更加系統(tǒng)、科學(xué)、客觀、公正�，F(xiàn)特此刊發(fā),以饗讀者。
[Abstract]:In order to further effectively promote the development of the research on the evaluation of academic achievements of Chinese humanities and social sciences, promote the whole society to attach importance to the prosperity and development of the research on Humanities and social sciences, and explore the evaluation criteria and system construction of the research achievements of Humanities and social sciences, on March 31, 2015, the Book and Newspaper Information Center of Renmin University of China and the Academic The Academic Achievements Evaluation Forum of Humanities and Social Sciences was held in Beijing by the fruit evaluation research center. The forum was chaired by Gao Zilong, editor-in-chief of the Book and Newspaper Information Center of Renmin University of China. The theme of the forum is "peer review". This topic is also a hot topic in academic evaluation at present. Mr. Du made lively and wise speeches and discussions, and Mr. Gao Zilong made brilliant comments and high comments. This talk invited three experts from the academic evaluation circles of the above-mentioned forum to think deeply and discuss the issue of "peer review". Professor Cai Ronghua's "Difficulties in peer review" gave peer reviews to peers in academic evaluation. The objective reality of the review and the difficulties of peer review are discussed, and it is pointed out that the future academic evaluation should be a combination of scientific measurement and expert intelligence, without the best method; only the most appropriate method, without universal standards, only specific standards. "Starting with the discovery of the fundamental flaws in peer review and bibliometrics, this paper puts forward the alternative of open evaluation, which also solves the problem of defining and selecting frontier scholars as academic leaders, and provides new ideas for deepening the reform of scientific and technological system and innovation-driven strategy. Professor Wu Junhong, Tang Liyun and Professor Xiaohong's Big Data Branch This paper analyzes the challenges and opportunities faced by peer reviews in large data environments and networked societies, proposes that large data can help peer reviews find more suitable small peer reviewers, and provide powerful supporting tools and data for experts such as repeatability testing, innovation point analysis and citation motivation mining. To solve the problems faced by peer review and make peer review work more systematic, scientific, objective and fair, a statistical database for qualitative evaluation of world scientific literature is set up.
