機(jī)械設(shè)備的國際比較及方法研究

【摘要】：國際比較項(xiàng)目(ICP)是進(jìn)行國際經(jīng)濟(jì)比較的活動(dòng),由聯(lián)合國統(tǒng)計(jì)委員會(huì)、世界銀行等國際組織牽頭組織實(shí)施的。2011年一輪ICP活動(dòng)是目前為止參與國家最多的一次,大約200個(gè)國家參與其中,而中國也全面參與了這一輪的國際經(jīng)濟(jì)比較中。中國的積極參加不僅是國際比較項(xiàng)目走向成熟的需要,也有助于中國經(jīng)濟(jì)長足穩(wěn)定發(fā)展。然而,國內(nèi)對(duì)于國際比較項(xiàng)目的認(rèn)識(shí)與研究還比較薄弱,這也嚴(yán)重影響了中國參與國際比較項(xiàng)目活動(dòng)的能力。 機(jī)械設(shè)備的比較在國際比較項(xiàng)目中是一大難題,還存在很多問題需要去解決。本文以此為研究對(duì)象,希望通過對(duì)該領(lǐng)域國際前沿研究的仔細(xì)分析,探討機(jī)械設(shè)備國際比較的重點(diǎn)與難點(diǎn),也希望通過本文的討論,對(duì)中國參與該項(xiàng)目國際比較有一定的啟示。本文的基本結(jié)構(gòu)如下： 第一章,緒論。主要闡述了本文的研究背景、研究內(nèi)容、選題意義和本文的結(jié)構(gòu)安排。 第二章,機(jī)械設(shè)備國際比較的基本范疇。主要討論了機(jī)械設(shè)備國際比較的四個(gè)基本流程,闡述了四個(gè)基本流程的工作內(nèi)容和所涉及的工作人員,并且評(píng)價(jià)了各個(gè)流程在整個(gè)過程中的地位和作用,對(duì)機(jī)械設(shè)備的國際比較有一個(gè)整體的了解。 第三章,2005年一輪機(jī)械設(shè)備國際比較方法及評(píng)價(jià)。主要討論了以2005年為基期的一輪機(jī)械設(shè)備國際比較,研究這一輪比較中涉及的各種方法,并且對(duì)各個(gè)流程中涉及的方法所存在的問題也進(jìn)行了相應(yīng)的研究,總結(jié)出存在的具體問題,比如對(duì)二手設(shè)備的忽視、提交的數(shù)據(jù)類型各異、問卷缺乏對(duì)來源地等的考慮等問題。 第四章,2011年新一輪機(jī)械設(shè)備國際比較的新提議及評(píng)價(jià)。在總結(jié)2005年一輪的機(jī)械設(shè)備國際比較的基礎(chǔ)上,對(duì)以2011年為基期的新一輪的機(jī)械設(shè)備國際比較提出了一定的建議。另外,在總結(jié)經(jīng)驗(yàn)的基礎(chǔ)上,也對(duì)新一輪的機(jī)械設(shè)備國際比較中的創(chuàng)新進(jìn)行了研究,比如采用價(jià)格因素法(Price Factor Method)計(jì)算購買力平價(jià)等。 第五章,機(jī)械設(shè)備國際比較的重點(diǎn)、難點(diǎn)分析。在上文討論的基礎(chǔ)上,對(duì)機(jī)械設(shè)備國際比較中的重點(diǎn)、難點(diǎn)問題又進(jìn)行了更加深入的探討與總結(jié),比如產(chǎn)品清單的制定、設(shè)備產(chǎn)品價(jià)格數(shù)據(jù)的質(zhì)量保證、產(chǎn)品的代表性與可比性的平衡、進(jìn)行多邊比較和PPP匯總所采用的方法等,總結(jié)出更加適宜的方法。 第六章,結(jié)論與展望。結(jié)論部分是對(duì)前述分析的總結(jié),主要得出幾個(gè)結(jié)論,比如要選擇跨國大品牌、采用產(chǎn)品結(jié)構(gòu)描述表等。通過對(duì)機(jī)械設(shè)備國際比較的綜合研究,展望部分提出了未來中國研究機(jī)械設(shè)備國際比較可以著手的幾個(gè)方面。 本文的主要貢獻(xiàn)在于：一是全面梳理了機(jī)械設(shè)備國際比較的基本流程,并且通過該項(xiàng)目比較的流程,簡單地了解到整個(gè)國際比較項(xiàng)目的基本操作流程；二是對(duì)各個(gè)流程中涉及的方法進(jìn)行了詳細(xì)的討論,并且總結(jié)所存在的問題,給出了相應(yīng)的建議和措施,同時(shí)對(duì)相關(guān)問題進(jìn)行了一定創(chuàng)新；三是增加了我國當(dāng)前對(duì)機(jī)械設(shè)備國際比較的研究,當(dāng)前中國學(xué)者只是對(duì)ICP的總體進(jìn)行研究,而沒有就某一個(gè)項(xiàng)目進(jìn)行深入的研究,因此,希望通過本文的研究能夠?qū)χ袊鴧⑴c以后的機(jī)械設(shè)備國際比較有所幫助。 當(dāng)然本文還有很大的不足,由于國際比較數(shù)據(jù)獲得比較困難,所以本文缺乏具體數(shù)據(jù)的支持,會(huì)比較空泛,而且在一些方法、問題的論證或是用詞上還不是很到位,這些都需要后期的不斷改進(jìn),我也會(huì)不斷進(jìn)行研究和改進(jìn)。
[Abstract]:The International Comparison Program (ICP) is an international economic comparison activity led by the United Nations Statistical Commission, the World Bank and other international organizations. China's active participation is not only necessary for the maturity of international comparative projects, but also conducive to the steady development of China's economy.
The comparison of machinery and equipment is a difficult problem in the international comparison project, and there are still many problems to be solved. This paper takes this as the research object, and hopes to discuss the key and difficult points of the international comparison of machinery and equipment through the careful analysis of the international frontier research in this field. It also hopes that through the discussion of this paper, China will participate in the international comparison of the project. The basic structure of this paper is as follows:
The first chapter, introduction, mainly elaborates the research background, research content, topic significance and the structure of this paper.
Chapter two, the basic category of international comparison of machinery and equipment, mainly discusses the four basic processes of international comparison of machinery and equipment, expounds the working contents and staff involved in the four basic processes, evaluates the status and role of each process in the whole process, and has a comprehensive understanding of the international comparison of machinery and equipment.
Chapter three, the method and evaluation of the international comparison of machinery and equipment in 2005. It mainly discusses the international comparison of machinery and equipment in 2005 as the base period, studies the various methods involved in this round of comparison, and studies the problems of the methods involved in each process, sums up the specific problems, such as The neglect of second-hand equipment, the different types of data submitted, and the lack of consideration of the origin and so on.
Chapter Four: New proposals and evaluation of the new round of international comparison of machinery and equipment in 2011. On the basis of summarizing the international comparison of machinery and equipment in 2005, some suggestions are put forward for the new round of international comparison of machinery and equipment in 2011. In addition, on the basis of summarizing experience, a new round of International comparison of machinery and equipment is also made. The innovations in this paper, such as the Price Factor Method, are studied.
Chapter Five, the key and difficult points of international comparison of mechanical equipment. On the basis of the above discussion, the key and difficult problems in international comparison of mechanical equipment are further discussed and summarized, such as the formulation of product list, the quality assurance of price data of equipment products, the balance of product representativeness and comparability, and so on. A more appropriate method is summed up by edge comparison and the method of PPP summarization.
Chapter 6, conclusions and prospects. The conclusion part is a summary of the above analysis, mainly draws several conclusions, such as the choice of transnational brands, the use of product structure description tables and so on.
The main contributions of this paper are as follows: firstly, the basic process of international comparison of machinery and equipment is sorted out comprehensively, and the basic operation process of the whole international comparison project is simply understood through the process of the project comparison; secondly, the methods involved in each process are discussed in detail, and the existing problems are summarized and given. Corresponding suggestions and measures, at the same time, some innovations have been made on the related issues; Third, China has increased the current research on the international comparison of machinery and equipment. At present, Chinese scholars only study the overall ICP, but not on a certain project in-depth study, so I hope that through this study China can participate in the future. International Comparison of mechanical equipment is helpful.
Of course, there are still great shortcomings in this paper, because international comparative data is difficult to obtain, so this paper lacks specific data support, will be relatively empty, and in some methods, the problem of argument or wording is not in place, these need to be improved later, I will continue to study and improve.
