【摘要】：清末西學(xué)東漸,新思潮對朝野上下影響巨大,政府對鄉(xiāng)村治理進(jìn)行了適度調(diào)整與變革。到民國初年中國鄉(xiāng)村建設(shè)呈燎原之勢,600多個鄉(xiāng)村學(xué)術(shù)團(tuán)體和教育機(jī)構(gòu)參與其中,通過興辦教育、改造農(nóng)業(yè)、流通金融、提倡合作、辦理防衛(wèi),復(fù)蘇日趨衰落的農(nóng)村經(jīng)濟(jì),實現(xiàn)"民族再造"與"民族自救"。民國政府也試圖通過鄉(xiāng)村的自治實現(xiàn)現(xiàn)代化,其舉措?yún)s背離了現(xiàn)代鄉(xiāng)村民主自治的精神。清末民初的鄉(xiāng)村治理實踐對于今天的新型城鎮(zhèn)化建設(shè)而言值得鏡鑒。
[Abstract]:In the late Qing Dynasty, the western learning spread to the east, the new trend of thought had a great influence on the government and the opposition, and the government made a moderate adjustment and reform on the rural governance. By the beginning of the Republic of China, more than 600 rural academic groups and educational institutions had been involved in rural construction. Through the establishment of education, the reform of agriculture, the circulation of finance, the promotion of cooperation, the handling of defense, and the revival of the declining rural economy, To realize "national reconstruction" and "national self-rescue". The government of the Republic of China tried to realize modernization through the autonomy of the countryside, but its measures deviated from the spirit of democratic autonomy in the modern countryside. The practice of rural governance in the late Qing Dynasty and early Republic of China is worth learning from today's new urbanization construction.
