【摘要】：隨著“大數(shù)據(jù)”時代的到來,基于電子信息系統(tǒng)記錄的海量數(shù)據(jù)已成為商業(yè)咨詢和決策的重要支持,新的數(shù)據(jù)利用方式在政府統(tǒng)計信息采集和使用流程中倍受重視,建立政府統(tǒng)計信息共享體系已勢在必行。近年來,高郵市政府高度重視統(tǒng)計信息共享體系建設(shè)工作。2015年,高郵市政府出臺了《關(guān)于進(jìn)一步加強(qiáng)部門統(tǒng)計工作意見》,明確了市統(tǒng)計局、發(fā)改委(服務(wù)業(yè)局)、經(jīng)信委、科技局、財政局局等40個涉統(tǒng)部門的工作職責(zé),要求規(guī)范部門統(tǒng)計資料報送制度、建立政府綜合統(tǒng)計與部門統(tǒng)計數(shù)據(jù)共享機(jī)制。然而,因缺乏統(tǒng)一的組織機(jī)構(gòu)、缺乏科學(xué)的運(yùn)行機(jī)制、缺乏績效導(dǎo)向的監(jiān)管機(jī)制、缺乏即時便利的共享平臺、缺乏可靠的安全機(jī)制等原因,導(dǎo)致高郵市政府統(tǒng)計信息共享進(jìn)程緩慢。因此,進(jìn)一步開展高郵市政府統(tǒng)計信息共享體系建設(shè)的研究,對于促進(jìn)政府統(tǒng)計信息有效共享,充分滿足各部門統(tǒng)計信息需求,提高高郵政府統(tǒng)計服務(wù)水平具有重要的現(xiàn)實(shí)意義。本文主要采用文獻(xiàn)研究法、規(guī)范分析法和比較研究法,基于公共產(chǎn)品和服務(wù)型政府理論、政府同級部門公共關(guān)系理論和公共部門績效評估4E理論,對高郵市政府統(tǒng)計信息共享的現(xiàn)狀進(jìn)行了分析,指出了信息共享體系建設(shè)過程中存在的統(tǒng)計信息共享零散、臨時,部門統(tǒng)計職責(zé)分工不夠明確,監(jiān)管職能弱化,統(tǒng)計信息共享方式陳舊,統(tǒng)計信息共享存在安全隱患等問題,并分析了這些問題的成因。在借鑒泰興市和海門市的先進(jìn)做法和經(jīng)驗基礎(chǔ)上,提出了建設(shè)高郵市政府統(tǒng)計信息共享體系對策建議:(1)加強(qiáng)組織機(jī)構(gòu)建設(shè),進(jìn)行統(tǒng)一管理;(2)加強(qiáng)運(yùn)行機(jī)制建設(shè),明確責(zé)任分工;(3)加強(qiáng)監(jiān)督機(jī)制建設(shè),提高共享績效;(4)加強(qiáng)共享平臺建設(shè),豐富用戶體驗;(5)加強(qiáng)安全機(jī)制建設(shè),防范信息風(fēng)險。
[Abstract]:With the arrival of "big data" era, the massive data based on electronic information system has become an important support for business consultation and decision-making. The new way of using data has been paid more attention to in the process of collecting and using government statistical information. It is imperative to establish the government statistical information sharing system. In recent years, the Gaoyou Municipal Government has attached great importance to the construction of a statistical information sharing system. In 2015, the Gaoyou Municipal Government issued the "opinions on further strengthening the Statistical work of the Department", defining the Municipal Bureau of Statistics, the Development and Reform Commission (Service Bureau), and the Economic and Social Commission, Science and Technology Bureau, Finance Bureau, and other 40 departments involved in the work responsibilities, required to standardize the reporting system of department statistical data, and establish a mechanism for the sharing of government comprehensive statistics and departmental statistical data. However, due to the lack of a unified organization, a scientific operating mechanism, a performance-oriented regulatory mechanism, an instant and convenient sharing platform, a reliable security mechanism, and so on, As a result, Gaoyou City government statistical information sharing process is slow. Therefore, further research on the construction of government statistical information sharing system in Gaoyou City will promote the effective sharing of government statistical information and fully meet the statistical information needs of various departments. Improving Gaoyou government statistical service level has important practical significance. This article mainly adopts the literature research method, the normative analysis method and the comparative research method, based on the public product and the service government theory, the government peer department public relations theory and the public sector performance appraisal 4e theory, This paper analyzes the current situation of the government statistical information sharing in Gaoyou city, and points out that the statistical information sharing in the process of building the information sharing system is scattered, temporary, the division of statistical responsibilities of the departments is not clear enough, and the supervision function is weakened. This paper analyzes the causes of these problems, such as the old way of statistical information sharing and the hidden security problems in the sharing of statistical information. On the basis of drawing lessons from the advanced practices and experiences of Taixing and Haimen, the paper puts forward the countermeasures and suggestions for the construction of Gaoyou city's government statistical information sharing system: (1) strengthening the construction of organization, carrying out unified management, (2) strengthening the construction of operational mechanism, Make clear the division of responsibilities; (3) strengthen the construction of supervision mechanisms to improve the performance of sharing; (4) strengthen the construction of shared platforms to enrich user experience; (5) strengthen the construction of security mechanisms to prevent information risks.
