【摘要】：從2014年甚至更早開始,一種肇始于浙江、以區(qū)域性空間再造和增長(zhǎng)要素集聚為主要特征的城市化模式——"特色小鎮(zhèn)"橫空出世,并迅速推向全國(guó),這一區(qū)域性實(shí)踐在中國(guó)城市化和產(chǎn)業(yè)轉(zhuǎn)型方面具有多方面的推廣和輻射意義。特色小鎮(zhèn)的創(chuàng)建既是一種優(yōu)化生產(chǎn)力布局、注重內(nèi)涵的發(fā)展模式,也是一種破解有效供給不足、推動(dòng)產(chǎn)業(yè)轉(zhuǎn)型和產(chǎn)業(yè)升級(jí)的經(jīng)濟(jì)模式,還是一種多元參與、體制開放、協(xié)同共享的社區(qū)或社會(huì)治理模式。同先前包括開發(fā)區(qū)在內(nèi)的諸種發(fā)展模式相比,特色小鎮(zhèn)建設(shè)這種受產(chǎn)業(yè)驅(qū)動(dòng)的現(xiàn)代區(qū)域增長(zhǎng)模式最突出的特點(diǎn)之一,恐怕就是將文化的創(chuàng)新和再造置于前所未有的重要地位。這一特征使得傳統(tǒng)上一直以文化見諸于世的江浙注定會(huì)共同上演一場(chǎng)引人矚目的產(chǎn)業(yè)轉(zhuǎn)型的"雙推磨"。
[Abstract]:Starting in 2014 or even earlier, an urbanization model, "characteristic town", which began in Zhejiang Province and characterized by regional spatial reconstruction and agglomeration of growth elements, was born and rapidly rolled out to the whole country. This regional practice has many aspects of promotion and radiation significance in China's urbanization and industrial transformation. The establishment of a small town with characteristics is not only a development model that optimizes the distribution of productive forces and pays attention to the connotation, but also an economic model that can solve the shortage of effective supply and promote industrial transformation and industrial upgrading, or a kind of pluralistic participation and open system. A shared community or social governance model. Compared with the previous development models including development zones, one of the most prominent features of the industrial driven modern regional growth model is to put the innovation and reengineering of culture in an unprecedented position. This characteristic makes Jiangsu and Zhejiang, which have traditionally been seen in the world as culture, doomed to perform a remarkable "double grinding" of industrial transformation together.
