【摘要】：在建立完善中國社會福利制度框架,構(gòu)建和諧社會的大背景下,開展醫(yī)務(wù)社會工作,構(gòu)建健康和諧醫(yī)患關(guān)系已被作為實現(xiàn)"建立基本醫(yī)療衛(wèi)生制度,實現(xiàn)人人享有基本醫(yī)療衛(wèi)生服務(wù)"的有效途徑之一。本研究借鑒大數(shù)據(jù)的理念,通過檢索綜合性文獻(xiàn)數(shù)據(jù)庫、專業(yè)網(wǎng)站、統(tǒng)計情報、專著查閱等收集有關(guān)醫(yī)務(wù)社會工作發(fā)展和醫(yī)務(wù)社會工作政策發(fā)展的證據(jù),根據(jù)醫(yī)務(wù)政策相關(guān)證據(jù),開展政策分析,呈現(xiàn)當(dāng)前我國醫(yī)務(wù)社會工作政策發(fā)展現(xiàn)狀和問題,并最終提出推進(jìn)我國醫(yī)務(wù)社會工作的政策建議,為推動醫(yī)務(wù)社會工作發(fā)展做出研究貢獻(xiàn),為完善我國醫(yī)療衛(wèi)生服務(wù)體系功能,提高衛(wèi)生系統(tǒng)服務(wù)能力,構(gòu)建和諧醫(yī)患關(guān)系發(fā)揮應(yīng)有作用。研究發(fā)現(xiàn),經(jīng)過十年發(fā)展,我國醫(yī)務(wù)社會工作相較2006年萌芽時期,有了一定程度發(fā)展,但存在明顯的地域和區(qū)域差異。上海、深圳、廣州、東莞、北京等地醫(yī)務(wù)社會工作開展較為成熟,其余大部分省市醫(yī)務(wù)社會工作處于破冰和試點探索階段;醫(yī)務(wù)社會工作社會整體認(rèn)知、認(rèn)同程度仍然較低,醫(yī)務(wù)社會工作人才整體匱乏,在社會工作各領(lǐng)域當(dāng)中,醫(yī)務(wù)社會工作人才相對較少,人才隊伍建設(shè)阻力重重;醫(yī)務(wù)社會工作相關(guān)政策法規(guī)基本處于萌芽階段,政策數(shù)量少,缺少強制性規(guī)約,醫(yī)療衛(wèi)生系統(tǒng)內(nèi)部缺乏醫(yī)務(wù)社會工作崗位設(shè)置的硬性要求,醫(yī)務(wù)社會工作者的使用、培訓(xùn)、評價、激勵政策缺失,醫(yī)務(wù)社會工作服務(wù)范圍、內(nèi)容、標(biāo)準(zhǔn)需要政策進(jìn)一步指引和扶持,醫(yī)療衛(wèi)生系統(tǒng)、社會各界共同扶持醫(yī)務(wù)社會工作發(fā)展的局面還遠(yuǎn)未形成。通過政策分析,研究認(rèn)為構(gòu)建和完善我國醫(yī)務(wù)社會工作發(fā)展政策,需要在注重引領(lǐng)性政策的基礎(chǔ)上,圍繞醫(yī)務(wù)社會工作專業(yè)人才隊伍建設(shè)這一核心,關(guān)注醫(yī)務(wù)社會工作范圍、工作內(nèi)容與服務(wù)標(biāo)準(zhǔn),配套出臺精細(xì)化醫(yī)務(wù)社會工作發(fā)展政策,逐步推進(jìn)醫(yī)務(wù)社會工作政策從少到多、從粗到細(xì)、由泛到專,為構(gòu)建系統(tǒng)、成熟的醫(yī)務(wù)社會工作制度體系奠定基礎(chǔ)�？傮w而言,論文嘗試在研究內(nèi)容和研究視角上做出一定的創(chuàng)新。論文借鑒大數(shù)據(jù)收集清洗數(shù)據(jù)的方法,在收集醫(yī)務(wù)社會工作相關(guān)證據(jù)上,注重系統(tǒng)性、完整性和時效性,在政策分析過程中也著力于系統(tǒng)性和全面性。論文從醫(yī)務(wù)社會工作人才培養(yǎng)、醫(yī)務(wù)社會工作服務(wù)內(nèi)容兩方面來構(gòu)建我國醫(yī)務(wù)社會工作政策基本框架,在政策建議方面具有一定創(chuàng)新性。
[Abstract]:Under the background of establishing and perfecting the framework of China's social welfare system and building a harmonious society, the development of medical social work and the construction of a healthy and harmonious doctor-patient relationship have been regarded as the realization of establishing the basic medical and health system. One of the effective ways to achieve universal access to basic medical and health services. Based on the idea of big data, this study collected evidence about the development of medical social work and the development of medical social work policy by searching comprehensive literature database, professional website, statistical information, monographs consulting, etc. According to the relevant evidence of medical policy, this paper carries out policy analysis, presents the current situation and problems of the development of medical social work policy in China, and finally puts forward some policy suggestions for promoting medical social work in China. In order to promote the development of medical social work, to make research contribution, to improve the function of medical and health service system, to improve the ability of health system services, to build a harmonious relationship between doctors and patients. It is found that after ten years of development, medical social work in China has developed to a certain extent as compared with the embryonic period in 2006, but there are obvious regional and regional differences. In Shanghai, Shenzhen, Guangzhou, Dongguan, Beijing and other places, medical social work is relatively mature, and most other provinces and cities are in the stage of breaking the ice and pilot exploration; the overall cognition and recognition of the society of medical social work are still relatively low. The whole medical social work talented person is short of the whole, in the social work each domain, the medical social work talented person is relatively few, the talented person troop construction resistance is heavy; the medical social work related policy regulation is basically in the embryonic stage, the policy quantity is small, Lack of mandatory regulations, lack of mandatory requirements for the establishment of medical social work posts within the medical and health system, lack of use, training, evaluation, incentive policies of medical social workers, scope and content of medical social work services, The standard needs further guidance and support of policy. The development of medical social work is far from formed. Through the policy analysis, the author thinks that to construct and perfect the development policy of medical social work in our country, we should pay attention to the scope of medical social work on the basis of focusing on the guiding policy, focusing on the core of the construction of medical social work professionals. Work content and service standards, supporting the introduction of detailed medical social work development policy, step by step to promote the medical social work policy from less to more, from coarse to fine, from universal to specialized, in order to build a system, The mature medical social work system lays the foundation. In general, the paper tries to make some innovations in the research content and perspective. The paper draws lessons from big data's method of collecting cleaning data, pays attention to systematicness, integrality and timeliness in collecting relevant evidence of medical social work, and also focuses on systematicness and comprehensiveness in the process of policy analysis. This paper constructs the basic framework of medical social work policy from two aspects: the training of medical social work talents and the content of medical social work service.
