【摘要】：在我國,特大城市空間擁擠的實質是城市高度極化所導致的空間緊張,表現(xiàn)為交通擁堵、住宅和綠地等生活空間分配不合理、教育衛(wèi)生等公共資源緊張等。該現(xiàn)象的產生有著深刻的制度根源。作為一種突出的"城市病",空間擁擠問題的解決要求我們不僅要從改善城市規(guī)劃和發(fā)展公共交通等技術層面努力,更要從戰(zhàn)略的層面改革我國城市管理體制,構建科學的城市綜合治理體系,處理好政府主導與社會發(fā)展的關系問題,通過"智慧城市"建設實現(xiàn)特大城市的空間優(yōu)化和科學發(fā)展。
[Abstract]:In our country, the essence of space congestion in megacities is the space tension caused by the high polarization of the city, such as traffic jam, unreasonable allocation of living space such as housing and green space, shortage of public resources such as education and health, etc. The emergence of this phenomenon has profound institutional roots. As a prominent "urban disease", the solution to the problem of space congestion requires us not only to improve urban planning and development of public transport and other technical aspects, but also to reform our country's urban management system from the strategic level. To construct a scientific urban comprehensive management system, to deal with the relationship between government leading and social development, and to realize the spatial optimization and scientific development of mega-cities through the construction of "intelligent cities".
