【摘要】：作為連片特困地區(qū),藏區(qū)貧困發(fā)生率高、貧困程度深,亟需民間組織參與到貧困治理中來(lái)。在社會(huì)資本的視角下,本土民間組織與外來(lái)民間組織在社會(huì)關(guān)系網(wǎng)絡(luò)、規(guī)范與信任這三個(gè)要素上都存在差異,這些差異又分別造成了本土與外來(lái)民間組織在資源獲取、資源傳遞及社會(huì)動(dòng)員等方面的能力差別。為了使兩種民間組織在藏區(qū)貧困治理中的作用最大化,必須將二者融合為一個(gè)有機(jī)的整體,而"外助內(nèi)應(yīng)"是實(shí)現(xiàn)這種融合的最好路徑。具體而言,就是借力外來(lái)民間組織的開(kāi)放性、異質(zhì)性關(guān)系網(wǎng)絡(luò),以及公益規(guī)范的特點(diǎn),實(shí)現(xiàn)資源獲取與資源傳遞的最大化,同時(shí)發(fā)揮本土民間組織社會(huì)相似性信任度高、組織動(dòng)員能力強(qiáng)的特點(diǎn),從而使本土民間組織與外來(lái)民間組織相互影響、互為補(bǔ)充,實(shí)現(xiàn)民間組織參與藏區(qū)貧困治理的良好效應(yīng)。
[Abstract]:As a special poverty area, Tibetan area has a high incidence of poverty and deep poverty, and needs the participation of civil society organizations in poverty management.From the perspective of social capital, there are differences in the three elements of social relations network, norms and trust between local and foreign non-governmental organizations, and these differences result in the acquisition of resources between local and foreign non-governmental organizations, respectively.Ability differences in resource transfer and social mobilization.In order to maximize the role of two kinds of non-governmental organizations in poverty control in Tibetan area, we must integrate them into an organic whole, and "external assistance and internal response" is the best way to achieve this integration.Specifically, it is to make use of the openness of foreign non-governmental organizations, heterogeneity relationship network, and the characteristics of public welfare norms to maximize the access to resources and resource transmission, and at the same time, to give play to the social similarity of local non-governmental organizations with high trust.The characteristics of strong organization mobilization ability make local non-governmental organizations and foreign non-governmental organizations interact and complement each other to realize the good effect of non-governmental organizations participating in poverty management in Tibetan area.
