【摘要】：改革開(kāi)放37年來(lái),農(nóng)村剩余勞動(dòng)力資源日益枯竭,人口紅利逐漸消失。伴隨著經(jīng)濟(jì)結(jié)構(gòu)調(diào)整和產(chǎn)業(yè)升級(jí),尤其是在制造業(yè)萎縮、第三產(chǎn)業(yè)快速發(fā)展的背景下,實(shí)現(xiàn)女性流動(dòng)人口的充分就業(yè)可以從一定程度上延續(xù)人口紅利。文章基于2015年全國(guó)流動(dòng)人口調(diào)查數(shù)據(jù),研究發(fā)現(xiàn),女性流動(dòng)人口"遷而不工"的數(shù)量高達(dá)三千萬(wàn),家庭束縛、受教育水平較低、職業(yè)技能缺乏、收入的性別差異、單一的社會(huì)支持網(wǎng)絡(luò)是女性流動(dòng)人口"遷而不工"的主要原因。因此,研究認(rèn)為,通過(guò)社會(huì)投資增加政府購(gòu)買(mǎi)社會(huì)服務(wù)規(guī)模,進(jìn)而降低家政服務(wù)成本、建立職業(yè)技能培訓(xùn)體系與職業(yè)技能認(rèn)證體系、搭建求職咨詢(xún)與職業(yè)介紹平臺(tái)是實(shí)現(xiàn)女性流動(dòng)人口充分就業(yè)的重要路徑。
[Abstract]:Since reform and opening up 37 years ago, surplus labor resources in rural areas have dried up day by day, and the demographic dividend has gradually disappeared.With the adjustment of economic structure and industrial upgrading, especially in the context of the shrinking manufacturing industry and the rapid development of the tertiary industry, the realization of full employment of female floating population can extend the population dividend to a certain extent.Based on the data of the 2015 National floating population Survey, this paper finds that the number of female migrant population "moving but not working" is as high as 30 million, family constraints, low level of education, lack of vocational skills, gender differences in income.The single social support network is the main reason for female floating population to move but not to work.Therefore, the research suggests that increasing the scale of government purchase of social services through social investment, thereby reducing the cost of domestic service, establishing a vocational skills training system and vocational skills certification system,It is an important way to realize the full employment of female floating population by setting up job search consultation and job introduction platform.
