【摘要】：1987年解嚴(yán)后的臺(tái)灣,社會(huì)福利服務(wù)的民營(yíng)化帶動(dòng)社福團(tuán)體的發(fā)展與社工專(zhuān)業(yè)人員的投入;1997年社工師法確立了臺(tái)灣社工專(zhuān)業(yè)以證照作為專(zhuān)業(yè)化的路徑。20年證照專(zhuān)業(yè)化的實(shí)施固然奠定了社工專(zhuān)業(yè)的社會(huì)地位,但證照制度造成社工之間的階層化,瓦解專(zhuān)業(yè)內(nèi)部的團(tuán)結(jié)。更嚴(yán)重的是,社工作為勞工處在政府與機(jī)構(gòu)之間的矛盾,專(zhuān)業(yè)證照無(wú)法有效改善社工的勞動(dòng)條件。本文將先梳理福利民營(yíng)化與專(zhuān)業(yè)證照化這兩個(gè)形塑當(dāng)前臺(tái)灣社工樣貌的主要?jiǎng)恿?指出這兩者實(shí)則是新自由主義下構(gòu)成的福利規(guī)訓(xùn)體制。具體以薪資回捐的現(xiàn)象說(shuō)明社工勞動(dòng)議題的困境,并提出“社工工會(huì)”做為臺(tái)灣社工專(zhuān)業(yè)面對(duì)民營(yíng)化福利體制的對(duì)策,最后展望“社會(huì)工會(huì)主義”做為未來(lái)的發(fā)展方向。
[Abstract]:Taiwan after the lifting of martial law in 1987,The privatization of social welfare services led to the development of social welfare organizations and the investment of social workers. The 1997 Social work teacher Law established the professional path of social work in Taiwan.The social status of the social work profession,However, the licensing system has resulted in the stratification of social workers and the disintegration of the internal unity of the profession.What is more, as the Labour Department's contradictions between the Government and the organizations, professional certificates cannot effectively improve the working conditions of social workers.This paper will first comb the privatization of welfare and the professional certification, which are the main driving forces shaping the appearance of social workers in Taiwan at present, and point out that these two are actually the welfare discipline system under the neoliberalism.This paper explains the plight of social workers' labor issues by the phenomenon of salary rebate, and puts forward the countermeasures of "social workers' union" as a way for social workers in Taiwan to face the privatization welfare system, and finally looks forward to "social unionism" as the future development direction.
